You are eligible for the $600 weekly FPUC payment if you are on any sort of unemployment, including PUA and partial unemployment. This is available for claims dated 3/28/20-7/31/20. The federal supplement does not affect eligibility for Medicaid and CHIP. It does affect SNAP and TANF.

If you filed for UI more than a week after your layoff date, you are eligible for backpay.

The obligatory waiting week has been waived, so your claim will process with a date a week earlier than what you apply for, to account for the waiting week waiver.

NY
There is a streamlined application process so that all applicants complete the same form, regardless of which program they'll eventually be eligible for.
PUA:
Unemployment for the self-employed. Acceptable proof of income includes prior year tax returns, 1099, P&L, bank statements and more. You will most likely be approved for standard UI even if you're an independent contractor, if you had W2 employment within the last 18 months.
If you are assigned the minimum rate of $182 when it should be higher based on your income, complete this form, fax it in, then send it again via the message center (Subject1: "Benefit Rate and Monetary Determination" Subject2: "Some of my wages are missing or incorrect") so that they definitely got it. Your rate should be adjusted in less than a week. You are also entitled to get your updated rate on all prior weeks.
You are also eligible for PUA if you landed a job but where unable to start due to the pandemic. You need an employment offer that was then rescinded to prove this.
PUA is available for a total of 46 weeks from 02/02/20-12/31/20.
Partial UI:
You can apply for partial UI if you're working 3 days or less, and earning $504/weekly or less. The DOL deducts 25% of your base rate for every day that you work. (You receive 100% of your rate if you don't work at all, 75% if you work 1 day, 50% if you work 2 days, and 25% if you work 3 days).
PEUC:
For those on regular unemployment- you will receive an additional 13 weeks of benefits after you've exhausted your initial 26 weeks. This benefit is available through 12/31/20.
Extended Benefits:
For those on regular unemployment- you will receive an additional 20 weeks of benefits after you've exhausted your initial 26 weeks and your PEUC weeks. This makes for a total of 59 weeks that you can possible receive unemployment benefits. This benefit is available as long as the state's unemployment rate is high.
Requesting Backpay:
The NY DOL is using Docusign to allow claimants to file backpay. You should receive an email from the DOL with instructions. The email subject is "Action Required - NYS DOL Certification for Back Week Payments". This might end up in your spam folder, so be sure to check that as well.
If you don't receive this email or you don't want to wait, call the NY DOL and speak to an agent to certify for backpay over the phone.
It takes a little less than a week from when you complete backdated certifications until your claims are processed and funds are released.

At this point it looks like claimants are still being given $231- the minimum PUA rate- regardless of prior income.

Based on this it looks like you were disqualified due to either a) not having sufficient work history in which case you should be able to make a case to go on PUA or b) having exhausted your benefits and not having had sufficient employment since then to qualify for a new claim in which case you should be able to get at least 13 additional weeks (PEUC)
Do any of these scenarios make sense based on your case?

No. I think I mistakenly wrote that I left to care for my kids which is also true but I was furloughed- my place of employment closed up.

I sent a letter to NJ unemployment asking if they can retroactively give me unemployment from the date of being unemployed as apposed to the filing date  - I got a letter that they are denying my request they wrote I failed to report for the weeks claimed. I sent them that I want to appeal - any ideas what to say or do?

Their response is odd on two counts:
1) they note that you don't have sufficient employment to qualify
2) they write that you left voluntarily. Perhaps your boss responded wrongly when asked if he laid you off?

I think you'll need to hear them out to see what they think is the issue.
Keep in mind:
If your boss laid you off he owes you UI- no way around it
If you left because of childcare they should put you on PUA- not sure if they figured out how to do that but as far as you're concerned you're eligible. Make sure to stand your ground. Offer to bring proof that the CARES Act allows you to go on PUA if you need to stay home for childcare (shouldn't be necessary if you've been furloughed but here it is: https://www.dol.gov/coronavirus/unemployment-insurance.)
If for some reason they don't have all your wages on file offer to send them proof of past wages, and as a side note mention that you should be eligible for PUA with minimal wages as well.

You should be able to refute pretty much anything they throw at you.

Oh no
this week in NJ (May 10) the lower numbers ssn(last 4) were to re certify on Sunday for unemployment benefits and only make up day is on Saturday.  What do we do? did we miss this weeks payment and Saturday is well off limits for most of us!

See new scehdule for this week, first slot is today, 8-8:30 AM.
Last slot is Friday 6:30-7 PM, no early shabbos for those guys!

The PPP loan is so you can remain employed / paid at the 1099 business, no?
That should disqualify you from regular (W2) unemployment.

But PPP is only for 8 weeks, so you can possibly collect regular unemployment after that time, if still out of work at the W2 job.

Depending on the state you're located in, if the 1099 8/52 forgiveness fits with the state's partial claims rules, you should be fine.
Example: Your 8/52 is less than $504/weekly and you'r working less than 3 days in NY you can file for partial UI.

It doesn't disqualify him if it fits with the partial UI laws in the state.

I just graduated law school and am trying to figure out (a) if I’m eligible for UI and if so (b) what state I should file in.

I currently live in MA until June when I move to NJ.

I worked last summer as a summer associate at a NYC firm and plan on working there full time at some point in the fall/winter. My start date has been postponed due to Covid-19.

Additionally, I now have kids home from school if that matters.

Any help or guidance is much appreciated.
