You are eligible for the $600 weekly FPUC payment if you are on any sort of unemployment, including PUA and partial unemployment. This is available for claims dated 3/28/20-7/31/20. The federal supplement does not affect eligibility for Medicaid and CHIP. It does affect SNAP and TANF.

If you filed for UI more than a week after your layoff date, you are eligible for backpay.

The obligatory waiting week has been waived, so your claim will process with a date a week earlier than what you apply for, to account for the waiting week waiver.

NY
There is a streamlined application process so that all applicants complete the same form, regardless of which program they'll eventually be eligible for.
PUA:
Unemployment for the self-employed. Acceptable proof of income includes prior year tax returns, 1099, P&L, bank statements and more. You will most likely be approved for standard UI even if you're an independent contractor, if you had W2 employment within the last 18 months.
If you are assigned the minimum rate of $182 when it should be higher based on your income, complete this form, fax it in, then send it again via the message center (Subject1: "Benefit Rate and Monetary Determination" Subject2: "Some of my wages are missing or incorrect") so that they definitely got it. Your rate should be adjusted in less than a week. You are also entitled to get your updated rate on all prior weeks.
You are also eligible for PUA if you landed a job but where unable to start due to the pandemic. You need an employment offer that was then rescinded to prove this.
PUA is available for a total of 46 weeks from 02/02/20-12/31/20.
Partial UI:
You can apply for partial UI if you're working 3 days or less, and earning $504/weekly or less. The DOL deducts 25% of your base rate for every day that you work. (You receive 100% of your rate if you don't work at all, 75% if you work 1 day, 50% if you work 2 days, and 25% if you work 3 days).
PEUC:
For those on regular unemployment- you will receive an additional 13 weeks of benefits after you've exhausted your initial 26 weeks. This benefit is available through 12/31/20.
Extended Benefits:
For those on regular unemployment- you will receive an additional 20 weeks of benefits after you've exhausted your initial 26 weeks and your PEUC weeks. This makes for a total of 59 weeks that you can possible receive unemployment benefits. This benefit is available as long as the state's unemployment rate is high.
Requesting Backpay:
The NY DOL is using Docusign to allow claimants to file backpay. You should receive an email from the DOL with instructions. The email subject is "Action Required - NYS DOL Certification for Back Week Payments". This might end up in your spam folder, so be sure to check that as well.
If you don't receive this email or you don't want to wait, call the NY DOL and speak to an agent to certify for backpay over the phone.
It takes a little less than a week from when you complete backdated certifications until your claims are processed and funds are released.

PUA:

At this point it looks like claimants are still being given $231- the minimum PUA rate- regardless of prior income.

If you didn't work and didn't get paid put in that date of 4 weeks ago as your last day worked. They should backdate claims.
In theory that is what the rules say but practically I don't think right now there is a way to get that. If anyone has been able to get that backdated in NJ please post. I assume that eventually you will be able to get it.

DW started receiving unemployment . First payment on 4/24 and the 600 on 4/27. For the second week she got the regular amount on 4/29 but still no 600. Has anyone else had any experience with this in NJ? Should we be concerned?

The way I see it, there are 5 workdays in a week. Of those 5, you need to be ready, willing, and able to work for at least 4 to qualify for FT unemployment.
Where do you get 5? The way they describe it, makes it sound like 4 workdays. Working any of the 4, makes you lose 25%.

With that logic, you can have 3 "off days" and still be "ready to work" for 4 effective days, and claim FT unemployment.

For the weeks that included pesach, when certifying I wrote that there were 2 days that I was not "ready, willing, or able to work". They sent me a letter that they will deduct from my benefits. Anyone know if there's a way to get them not to deduct due to religious reasons or something?
Ended up sending a message on the website explaining which days I couldn't work due to Passover when Orthodox Jews don't work, and which four days I was available to work each of those 2 weeks. Will see what happens.

Correct.
What I'm saying is that you get one workday "off" day that you don't have to be ready, willing, and able, to work, and you can still qualify fully for UI.

Someone receives a steady salary but also does two projects a year each one spanning a few months for about $2000, and all of it gets reported on one W2 form.
Now, due to Covid-19, the upcoming project was cancelled but the steady salary is continuing.
Would this person be eligible for -
1 - 60% of the project money?
2 - $600 weekly?
Can anyone knowledgeable (cgr or others) chime in on this?

How do you know this?
The site seems to indicate only if you've been confirmed to be paid and not just if your status is "filed".

1) If the $2000 is 20% of his income or more annually, he's definitely eligible. If it's not, I'm not sure how he'd make a case that he lost 20% of his wages.
Just as a side note, since he's W2 he'd go on regular UI, and his base rate will be determined by his base wages. No other calculations such as 60% of something or another. Also if he is eligible, he'll be allowed to earn 20% more than his base rate since he's partially employed.

2) Just to reiterate the basic rule- you're eligible for the $600 if you're eligible for some type of unemployment ($1 will do). Not eligible for unemployment in a given week= not eligible for the $600.

I believe it's around 10% of his wages.
So that would mean he's not entitled to any unemployment benefits whatsoever?

Unless you can somehow figure out a way that this can be considered a 20% cut. I don't see how because they look at the first 4 quarters of the last 5 quarters to determine rate so I'm out of ideas...
