!WHEN ASKING A QUESTION POST YOUR LOCATION OR OTHERS WILL BE UNABLE TO ASSIST!

You are eligible for the $600 weekly FPUC payment if you are on any sort of unemployment, including PUA and partial unemployment. This is available for claims dated 3/28/20-7/31/20. The federal supplement does not affect eligibility for Medicaid and CHIP. It does affect SNAP and TANF.

If you filed for UI more than a week after your layoff date, you are eligible for backpay.

The obligatory waiting week has been waived, so your claim will process with a date a week earlier than what you apply for, to account for the waiting week waiver.

NY
There is a streamlined application process so that all applicants complete the same form, regardless of which program they'll eventually be eligible for.
PUA:
Unemployment for the self-employed. Acceptable proof of income includes prior year tax returns, 1099, P&L, bank statements and more. You will most likely be approved for standard UI even if you're an independent contractor, if you had W2 employment within the last 18 months.
If you are assigned the minimum rate of $182 when it should be higher based on your income, complete this form, fax it in, then send it again via the message center (Subject1: "Benefit Rate and Monetary Determination" Subject2: "Some of my wages are missing or incorrect") so that they definitely got it. Your rate should be adjusted in less than a week. You are also entitled to get your updated rate on all prior weeks.
You are also eligible for PUA if you landed a job but where unable to start due to the pandemic. You need an employment offer that was then rescinded to prove this.
PUA is available for a total of 46 weeks from 02/02/20-12/31/20.
Partial UI:
You can apply for partial UI if you're working 3 days or less, and earning $504/weekly or less. The DOL deducts 25% of your base rate for every day that you work. (You receive 100% of your rate if you don't work at all, 75% if you work 1 day, 50% if you work 2 days, and 25% if you work 3 days).
PEUC:
For those on regular unemployment- you will receive an additional 13 weeks of benefits after you've exhausted your initial 26 weeks. This benefit is available through 12/31/20.
Extended Benefits:
For those on regular unemployment- you will receive an additional 20 weeks of benefits after you've exhausted your initial 26 weeks and your PEUC weeks. This makes for a total of 59 weeks that you can possible receive unemployment benefits. This benefit is available as long as the state's unemployment rate is high.
Requesting Backpay:
The NY DOL is using Docusign to allow claimants to file backpay. You should receive an email from the DOL with instructions. The email subject is "Action Required - NYS DOL Certification for Back Week Payments". This might end up in your spam folder, so be sure to check that as well.
If you don't receive this email or you don't want to wait, call the NY DOL and speak to an agent to certify for backpay over the phone.
It takes a little less than a week from when you complete backdated certifications until your claims are processed and funds are released.

PUA:

At this point it looks like claimants are still being given $231- the minimum PUA rate- regardless of prior income.

Anyone know how to request backpay in NJ?
Just as an FYI even though some states have systems set up for backpay and some don't, I don't know of a single state that has yet to process backpay requests.

Read the letter again. It may just be the standard notice which is formatted to include appointment info. If no appointment is necessary it will be blank and just serves to confirm that you filed. That's how I understood it, dunno forsure.

In NY, applied 4/6 (30 days ago/4 wks), message of "pending" hasn't changed since; a/o else same? Or is typical experience in NY to get a response or payout after 3 wks?
Not sure how much longer I can make do w/o these funds...

I filed as self employed before the new rules came out, was pending for a while, then it switched to filed and $0 amount. Got a letter in the mail yesterday saying to claim weekly benefits, but I never received an email asking for wage information. What to do? File again following PUA instructions? @Mordyk
I had the same and just claimed weekly benefits when they let me. And last week the dollar amount changed by benefit amount. After i certified i got another email E-adjudication (ors something like that) and over there i was able to put in how much money o currently make as self employed.  Thats it. And when they ask to upload any documents i always upload 2019 schedule C. Which that is supposed to be the number they base it on

Why not go for 1040 Return-  Line 7b?
If you had minimal W2 income (low enough that you don't qualify for standard UI), and/or had business income from multiple sources, shouldn't all be part of net income?

I'm seeing a lot of room here to play around with your PUA rate, since the state hasn't released official rules of what can/can't be included.
I can see an argument for using Schedule C line 31 or 1040 Return line 7b. With no official guidelines I guess you can pick and choose based on what's highest.

Thanks for the insight.  7b is about 20% higher.  But might be because married filed jointly. So i will definitely discuss it if i actually get the call that they are supposed to call me in May 6th.  Meanwhile im supposed to get benefits paid on the 5th. So they might not call me.  I guess time will tell

Do you think this is what we’re supposed to be doing? I imagine there will be a lot of scrutiny after all is said and done on this period of time and want to make sure I’m doing everything that’s easily legally defensible

Till covid you were not eligible for backpay on unemployment in NJ. You were only able to get from the week you actually filed. Hence the online system is not set up to process backpay. I assume a live agent might be able to help you but it is impossible to get thru to one. I assume eventually we will get the money but i'm not counting on getting it till this all settles down.

The LRRC in their q&a about unemployment did not have any clear info either.

They haven't released exact guidelines so obviously we don't know and gotta do our best...
If you put in 1 employer with an employer name and EIN, you should probably only claim the Schedule C of that company.
If you're an independent contractor and you put in your name and SS as your employer, there's a lot more room as to what could potentially be included.
Same goes if you put in 2 employers- company and yourself.

There's a lot of gray here which isn't clearly defined. If you're worried, Schedule C is obviously the simplest way to go, but is that both the most correct and to your greatest benefit? If you're legally allowed to go with all income, why should you cut it down?

You were able to put in a past date as your last date of employment on your application. If you had good reason as to why you were filing late you could request backpay.
If you missed claiming some weeks while on UI you could also request to retroactively claim with a reason.
They have a section in the message center dedicated to backdating claims and requesting pay retroactively.

I hear (though the website said that your claim is only valid starting the beginning of the week that you file, I guess they had a system for exceptions).
