You are eligible for the $600 weekly FPUC payment if you are on any sort of unemployment, including PUA and partial unemployment. This is available for claims dated 3/28/20-7/31/20. The federal supplement does not affect eligibility for Medicaid and CHIP. It does affect SNAP and TANF.

If you filed for UI more than a week after your layoff date, you are eligible for backpay.

The obligatory waiting week has been waived, so your claim will process with a date a week earlier than what you apply for, to account for the waiting week waiver.

NY
There is a streamlined application process so that all applicants complete the same form, regardless of which program they'll eventually be eligible for.
PUA:
Unemployment for the self-employed. Acceptable proof of income includes prior year tax returns, 1099, P&L, bank statements and more. You will most likely be approved for standard UI even if you're an independent contractor, if you had W2 employment within the last 18 months.
If you are assigned the minimum rate of $182 when it should be higher based on your income, complete this form, fax it in, then send it again via the message center (Subject1: "Benefit Rate and Monetary Determination" Subject2: "Some of my wages are missing or incorrect") so that they definitely got it. Your rate should be adjusted in less than a week. You are also entitled to get your updated rate on all prior weeks.
You are also eligible for PUA if you landed a job but where unable to start due to the pandemic. You need an employment offer that was then rescinded to prove this.
PUA is available for a total of 46 weeks from 02/02/20-12/31/20.
Partial UI:
You can apply for partial UI if you're working 3 days or less, and earning $504/weekly or less. The DOL deducts 25% of your base rate for every day that you work. (You receive 100% of your rate if you don't work at all, 75% if you work 1 day, 50% if you work 2 days, and 25% if you work 3 days).
PEUC:
For those on regular unemployment- you will receive an additional 13 weeks of benefits after you've exhausted your initial 26 weeks. This benefit is available through 12/31/20.
Extended Benefits:
For those on regular unemployment- you will receive an additional 20 weeks of benefits after you've exhausted your initial 26 weeks and your PEUC weeks. This makes for a total of 59 weeks that you can possible receive unemployment benefits. This benefit is available as long as the state's unemployment rate is high.
Requesting Backpay:
The NY DOL is using Docusign to allow claimants to file backpay. You should receive an email from the DOL with instructions. The email subject is "Action Required - NYS DOL Certification for Back Week Payments". This might end up in your spam folder, so be sure to check that as well.
If you don't receive this email or you don't want to wait, call the NY DOL and speak to an agent to certify for backpay over the phone.
It takes a little less than a week from when you complete backdated certifications until your claims are processed and funds are released.

I'm just wondering what if 60% of someone's income is less than the minimum $231, would they eventually claw back some of the $231?

No clawback. That's the minimum regardless of income.

Upthread I asked what a woman having a baby should do.
cgr recommended just skipping a few weeks of re-certifying until she's ready to go back to work and then go back to re-certifying.
However, the LRRC recommended to continue re-certifying every week to stay in the system, but for the question if you're ready, willing & able to work to answer no for those weeks she wouldn't have worked.
What is the better choice?

It's essentially the same thing- both get recorded as a $0/0 days used.
Your application is active for a full year from filing so it won't matter on that end.
One reason to certify is that otherwise they might tell you every time you log in that you have un-certified weeks, or when they get around to the backpay issue they might include those, so if you want to let them know that you for sure won't be coming after it you can certify as 0.

Anyone know if someone who was paid via parsonage, and then laid off, is eligible for UI (or PUA)?
If he paid into UI fund for his W2 wages, he'll go on regular unemployment and his rate will be determined by his Box 1 wages.
If he didn't pay into the fund and is eligible for PUA (some states are allowing religious organization employees and clergy members to qualify, others are not), his W2 will once again be his proof of wages. I doubt they'll look at any box other than Box 1 to determine the rate. My understanding is that parsonage is usually declared in Box 14.

If he does get approved for his housing allowance, please let me know. I'm working on putting together a chart for non-profits that shows in which state they're eligible and if that includes W2 employees or 1099 only. There is very little published information to go on so firsthand accounts are appreciated.

In NJ.

Certified last week for all prior weeks. Partial unemployment - paid regular W-2 wages (less than even the minimum $231 WBR) and unemployment for self employment work.

For my first week that I filed for I received a confirmation email with following message:

The responses you provided while certifying require manual review in order to determine your eligibility for benefits. Please allow up to 5 business days for review of your certification responses before contacting a Reemployment Call Center regarding this certification.

For all following weeks (including this week), the email confirmation said:

Your claim is not payable at this time.

 If you have a pending appointment or if you have appealed a disqualification and are awaiting a determination, you have been given pended credit for week-ending XX/XX/20. If a determination or an appeal decision is in your favor and no other disqualification(s) exist, you will be paid for the week claimed.

Anything for me to do?

the payment history page shows that funds were released to a DC, do you see that as well on 0$ determination?

The bank claims that it's an authorization (it's a posted action not just pending) the banker claims he's seen it on other accounts receiving dd from dol

1. It’s still more $$ than food stamps, still means you can’t rely on both.
2. If they’re still collecting PUA after 7/31 they might be eligible for food stamps once the PFUC payments stop

1 - It's a BIG issue.
A family could have been getting $1000 a week in earned income + $600 a month in foodstamps.
Now they are getting $831 in unemployment benefits a week and no foodstamps.
Big loss for a struggling family.
2 - True, but they need to take quite a loss until then and who knows if their job would be available then either?

Unearned income is calculated differently - more stringently - than earned income.
(It's the same way by Earned Income Credit. Someone can earn $50,000 and be eligible for EIC but if he earns ~$3500 in unearned income he is completely disqualified even if he earns nothing else!)

Must be that their income was less than $831 before- unearned income isn't more weighted than earned income...
And btw if they got rejected for earning $831, I'm assuming it's just a couple because the more dependents the more allowable income.
And if it's just a couple they weren't getting $600 in SNAP...
