!WHEN ASKING A QUESTION POST YOUR LOCATION OR OTHERS WILL BE UNABLE TO ASSIST!

You are eligible for the $600 weekly FPUC payment if you are on any sort of unemployment, including PUA and partial unemployment. This is available for claims dated 3/28/20-7/31/20. The federal supplement does not affect eligibility for Medicaid and CHIP. It does affect SNAP and TANF.

If you filed for UI more than a week after your layoff date, you are eligible for backpay.

The obligatory waiting week has been waived, so your claim will process with a date a week earlier than what you apply for, to account for the waiting week waiver.

NY
There is a streamlined application process so that all applicants complete the same form, regardless of which program they'll eventually be eligible for.
PUA:
Unemployment for the self-employed. Acceptable proof of income includes prior year tax returns, 1099, P&L, bank statements and more. You will most likely be approved for standard UI even if you're an independent contractor, if you had W2 employment within the last 18 months.
If you are assigned the minimum rate of $182 when it should be higher based on your income, complete this form, fax it in, then send it again via the message center (Subject1: "Benefit Rate and Monetary Determination" Subject2: "Some of my wages are missing or incorrect") so that they definitely got it. Your rate should be adjusted in less than a week. You are also entitled to get your updated rate on all prior weeks.
You are also eligible for PUA if you landed a job but where unable to start due to the pandemic. You need an employment offer that was then rescinded to prove this.
PUA is available for a total of 46 weeks from 02/02/20-12/31/20.
Partial UI:
You can apply for partial UI if you're working 3 days or less, and earning $504/weekly or less. The DOL deducts 25% of your base rate for every day that you work. (You receive 100% of your rate if you don't work at all, 75% if you work 1 day, 50% if you work 2 days, and 25% if you work 3 days).
PEUC:
For those on regular unemployment- you will receive an additional 13 weeks of benefits after you've exhausted your initial 26 weeks. This benefit is available through 12/31/20.
Extended Benefits:
For those on regular unemployment- you will receive an additional 20 weeks of benefits after you've exhausted your initial 26 weeks and your PEUC weeks. This makes for a total of 59 weeks that you can possible receive unemployment benefits. This benefit is available as long as the state's unemployment rate is high.
Requesting Backpay:
The NY DOL is using Docusign to allow claimants to file backpay. You should receive an email from the DOL with instructions. The email subject is "Action Required - NYS DOL Certification for Back Week Payments". This might end up in your spam folder, so be sure to check that as well.
If you don't receive this email or you don't want to wait, call the NY DOL and speak to an agent to certify for backpay over the phone.
It takes a little less than a week from when you complete backdated certifications until your claims are processed and funds are released.

PUA:

At this point it looks like claimants are still being given $231- the minimum PUA rate- regardless of prior income.
You are also eligible for PUA if you landed a job but where unable to start due to the pandemic. You need an employment offer that was then rescinded to prove this.

Partial UI:
You can apply for partial UI if your hours have been reduced by 20% or more. You'll be allowed to earn an additional 20% above your rate determination. Your earnings will then be deducted from your rate, and you'll receive the balance as your UI payment.

if there is a $0 determination the reason that it stalled is very likely because you are not eligible for UI and you need to apply for PUA.
It's not $0, it's waiting for waiting week to be waived and for backdating.

No and no.
It's possible in NJ you can pay into TDI when self-employed, but it won't help now if she's close to/after birth.

They originally started by putting most PUA applicants on the minimum $182 rate, and are now adjusting rates based on verified income and proof provided.

You should see your "Weekly Benefit Amount" on the payment history chart change to $353 amount soon. (Is this what you mean in the quote below?)You'll also get a Monetary Benefit Determination Letter explaining how they calculated this rate.

They'll give you the difference for the past weeks as well- as soon as they get around to it.

They still didn't update this and I tried calling but they weren't able to help me, any other ideas?

Btw as a general rule if you call and the agent can't help, ask for a supervisor (they too might be unable to help because 90% of the DOL workforce is new on the job...). Just keep asking to be transferred until you reach someone who can help.

Did you try submitting a Reconsideration Form? It's been largely successful in increasing the rate to the correct amount.

If she is technically able to work (for example, if the nature of the business is possible for a new mom, such as a desk job etc) she may be eligible for PUA, (as long as one of the many situations apply making her eligible for unemployment.)

She should definitely call. They're flagging claims filed via locations out of state/country.
There's a 99% chance that her claim would be approved (she needs to explain that she works for a NY based company that has all its operations in NY- a company's operations being located in NY is usually the key for eligibility). There is a 1% chance that they'll deny her claim due to telecommuting. Haven't personally heard this happening to anyone, but I've read up on legal cases where they rejected telecommuting claims.

Another point- she's not travelling out of country and trying to claim from there.
See this:
Filing from out-of-state because you live there and work for a NY employer is not the same as filing out-of-state because you're travelling while unemployed when your principal place of work is physically in NY.
Tried reading up thread and see this question was answered

Trying to apply for UI & PUA
Was on a W-2 till last year September and from then on have a 1099 (Dec)

from what I understand should be eligible for both UI & PUA.

the 1099 is for work that is being done online.
Was in Israel for December and now back in Israel, however from March-june was in NY. (I assume for the time in the states I'm eligible)


However when trying to file last night, got same
message about not being allowed to file from Israel

My question is when I call them, do I mention having worked from Israel? Or is there a way just claim March through June.

If the above works, can I try for June/July as well being that employer issuing the 1099 is in the states and work was always telecommunicated?

I don't know for sure that you can. I know that in NY independent contractors/SE can opt into PFL.

You can only be on one program- either UI or PUA. Since you have a history of W2 employment, you'll automatically be placed on UI. It's possible that once your determination comes in you'll be able to add your 1099 income to increase your WBR, although in NJ not many have been successful.

You'll need to talk to an agent to discuss your situation. Since you always work from IL, it might make you less eligible when you're in the states. I do think that you should be able to claim for one of the periods (either when you're in the states or when you're not), and perhaps even for both.
If your employer paid SUTA taxes on your W2 wages, you might have an easier time substantiating your claim. Your claim will be based on those wages anyway and will only include the 1099 income if you have them add it in after the fact.

Claims are generally filed in the state of employment, not "residence".

@ae123 did you look into the NJ Family Leave During Unemployment program? It's not related to the CARES Act- it's always availble.

2) no. You must receive at least $1 in UI benefits to trigger the $600 payment.

I asked for my claim to be backdated on the phone.... They said they are not a claims specialist and put a request through for one to email me/call me but no timeframe was given... Does anyone have any experience with that?

disability during unemployment would not trigger the extra $600. saw it clearly written out, I forgot where
