!WHEN ASKING A QUESTION POST YOUR LOCATION OR OTHERS WILL BE UNABLE TO ASSIST!

You are eligible for the $600 weekly FPUC payment if you are on any sort of unemployment, including PUA and partial unemployment. This is available for claims dated 3/28/20-7/31/20. The federal supplement does not affect eligibility for Medicaid and CHIP. It does affect SNAP and TANF.

If you filed for UI more than a week after your layoff date, you are eligible for backpay.

The obligatory waiting week has been waived, so your claim will process with a date a week earlier than what you apply for, to account for the waiting week waiver.

NY
There is a streamlined application process so that all applicants complete the same form, regardless of which program they'll eventually be eligible for.
PUA:
Unemployment for the self-employed. Acceptable proof of income includes prior year tax returns, 1099, P&L, bank statements and more. You will most likely be approved for standard UI even if you're an independent contractor, if you had W2 employment within the last 18 months.
If you are assigned the minimum rate of $182 when it should be higher based on your income, complete this form, fax it in, then send it again via the message center (Subject1: "Benefit Rate and Monetary Determination" Subject2: "Some of my wages are missing or incorrect") so that they definitely got it. Your rate should be adjusted in less than a week. You are also entitled to get your updated rate on all prior weeks.
You are also eligible for PUA if you landed a job but where unable to start due to the pandemic. You need an employment offer that was then rescinded to prove this.
PUA is available for a total of 46 weeks from 02/02/20-12/31/20.
Partial UI:
You can apply for partial UI if you're working 3 days or less, and earning $504/weekly or less. The DOL deducts 25% of your base rate for every day that you work. (You receive 100% of your rate if you don't work at all, 75% if you work 1 day, 50% if you work 2 days, and 25% if you work 3 days).
PEUC:
For those on regular unemployment- you will receive an additional 13 weeks of benefits after you've exhausted your initial 26 weeks. This benefit is available through 12/31/20.
Extended Benefits:
For those on regular unemployment- you will receive an additional 20 weeks of benefits after you've exhausted your initial 26 weeks and your PEUC weeks. This makes for a total of 59 weeks that you can possible receive unemployment benefits. This benefit is available as long as the state's unemployment rate is high.
Requesting Backpay:
The NY DOL is using Docusign to allow claimants to file backpay. You should receive an email from the DOL with instructions. The email subject is "Action Required - NYS DOL Certification for Back Week Payments". This might end up in your spam folder, so be sure to check that as well.
If you don't receive this email or you don't want to wait, call the NY DOL and speak to an agent to certify for backpay over the phone.
It takes a little less than a week from when you complete backdated certifications until your claims are processed and funds are released.

PUA:

At this point it looks like claimants are still being given $231- the minimum PUA rate- regardless of prior income.

I think there won't be many full blow audits, if any. They're keeping to it questionnaires and information requests. If you can provide what is requested, you're good. Otherwise you might get an Overpayment Notice and you'll need to appeal if they're wrong.

Regarding a mistake that results in an overpayment- if they feel there was no malicious intent you'll need to repay whatever was overpaid and case closed. If they can make a case for malicious intent you'll owe penalties on top of the overpayment.
I second all of the above.
I know people going through it.

Btw, the NJ DoL is so incredibly awful it's astonishing. They are making mistakes left & right and there is still no one to talk to.
I sent a strongly-worded email to Sen. Singer about it. We'll see if anything comes from it.

He told me how amazed he was that he was seated in front of a phone and Computer with the ability to grant any amount of money he wanted -- like 5 minutes after stepping foot into he office...... didn't provide much more detail

Unless you run a private special-needs school. Then they'll arrest you even if you answered everything right.

You should tell them and they'll note the change internally. You don't want to receive a Overpayment Notice and then have to deal with it and potential penalties.

 Since it's almost impossible to reach them, shall I just skip one week of filing, and then when I reach them tell them that the week I left open was for the previous week which I made an error with?

What are the odds of NJ Unemployment to audit self employed individuals? Right now they are accepting everything blindly.  If someone put in wrong info, will it come to bite them?  Not asking about doing straight up fraud, asking about a mistake.

Don't they ask for you to upload 1099 and tax returns? some states are requiring that

They are not.  But what can they see on a schedule C return or a 1099.  They only see a total.  Not per individual week

In NJ Sunday you can call 7327612020 I got through today click option 2 - they just escalate your issues - sometimes they fix it internally and don't tell you you'll only realize when certifying they may let you certify the missing weeks - which works if you're still certifying....

By simply filling out the online application.

Just found this Facebook post from an NJ assemblyman whose district includes Lakewood. It's from a few weeks ago, but still relevant:

It is not acceptable that some people are waiting over 3 months for their unemployment benefits. It is even more upsetting that claimants cannot get through to the DOL on the phone; they cannot talk to agents and phone lines are constantly busy.  We need to take steps to turn this process around, start making phone appointments for people who filed in March.  Clear the backlog of claims!

Just got through to NJ unemployment at 732.671.2021, got an estimated 7 minute hold time.

I initially pushed the button for a callback, but the machine said that I'll be called back within 24-48 hours. I tried calling again, but it didn't let me get through, because I had a callback scheduled. I'm now waiting on hold from a different phone line.

This might vary by state but in NY you're eligible with a work-permit too. You don't need to have a green card.

I didn't verify this myself but I received a message that there are some individuals advertising on heimish boards and papers offering to file your unemployment application even if you did not work. 17k guaranteed, 3k filing fee that you can pay after you receive your 17k.
They then take down all your info, file your claim and route the debit card to their address. They get back to you saying "sorry you're not eligible but don't worry about the 3k fee".

If you've ever reached out to me and included your full social security #, you got reprimanded for it. Identity theft is real and your ss# should not be handed out freely, even if someone is doing you a favor.

If you or anyone you know was taken advantage of, feel free to reach out to me at chaiplus1@gmail.com and I'll do my best to help guide you through the process of reporting identity theft to the DOL, and to see what can be done to recover any funds that are legitimately yours. (There would still be the bigger issue of identity theft in all other areas and you'll probably need a professional for that).
