You are eligible for the $600 weekly FPUC payment if you are on any sort of unemployment, including PUA and partial unemployment. This is available for claims dated 3/28/20-7/31/20. The federal supplement does not affect eligibility for Medicaid and CHIP. It does affect SNAP and TANF.

If you filed for UI more than a week after your layoff date, you are eligible for backpay.

The obligatory waiting week has been waived, so your claim will process with a date a week earlier than what you apply for, to account for the waiting week waiver.

NY
There is a streamlined application process so that all applicants complete the same form, regardless of which program they'll eventually be eligible for.
PUA:
Unemployment for the self-employed. Acceptable proof of income includes prior year tax returns, 1099, P&L, bank statements and more. You will most likely be approved for standard UI even if you're an independent contractor, if you had W2 employment within the last 18 months.
If you are assigned the minimum rate of $182 when it should be higher based on your income, complete this form, fax it in, then send it again via the message center (Subject1: "Benefit Rate and Monetary Determination" Subject2: "Some of my wages are missing or incorrect") so that they definitely got it. Your rate should be adjusted in less than a week. You are also entitled to get your updated rate on all prior weeks.
You are also eligible for PUA if you landed a job but where unable to start due to the pandemic. You need an employment offer that was then rescinded to prove this.
PUA is available for a total of 46 weeks from 02/02/20-12/31/20.
Partial UI:
You can apply for partial UI if you're working 3 days or less, and earning $504/weekly or less. The DOL deducts 25% of your base rate for every day that you work. (You receive 100% of your rate if you don't work at all, 75% if you work 1 day, 50% if you work 2 days, and 25% if you work 3 days).
PEUC:
For those on regular unemployment- you will receive an additional 13 weeks of benefits after you've exhausted your initial 26 weeks. This benefit is available through 12/31/20.
Extended Benefits:
For those on regular unemployment- you will receive an additional 20 weeks of benefits after you've exhausted your initial 26 weeks and your PEUC weeks. This makes for a total of 59 weeks that you can possible receive unemployment benefits. This benefit is available as long as the state's unemployment rate is high.
Requesting Backpay:
The NY DOL is using Docusign to allow claimants to file backpay. You should receive an email from the DOL with instructions. The email subject is "Action Required - NYS DOL Certification for Back Week Payments". This might end up in your spam folder, so be sure to check that as well.
If you don't receive this email or you don't want to wait, call the NY DOL and speak to an agent to certify for backpay over the phone.
It takes a little less than a week from when you complete backdated certifications until your claims are processed and funds are released.

PUA:

At this point it looks like claimants are still being given $231- the minimum PUA rate- regardless of prior income.

NJ
I work from home for an employee in ny.
I applied the first week of May.
At the end of June I got thru to an agent who said I will get a callback in 2 weeks.
The next day it updated to filed with a wbr of $0
Called again 2 weeks ago and was supposed to get a call back in 2 weeks from a specialist but never did.
Just called again and they said I have a phone interview to verify combined ny wages on october 23 and there is no way to change this date.

Is the only option to wait till then?
Do you have NY and NJ wages? If only NY file your claim in NY.

Note that in NY you'll have a lower WBR than in NJ, but you'll also have your money way faster and a chance to speak to someone if you need to.

I just moved at the end of 2019 and since i updated my address I have NJ taxes withheld. Not NY.
Can i still change if i filed in nj already.

If you have wages in both you can file in either one, but I'm not sure about it if you already have a claim open in NJ. You might need to close that before you can open one in NY (I know one of the fraud checks they do is checking if there's an open claim for this SSN in a different state).

2019 has both ny and nj wages.
Nj from about November. But i already filed both a NY and NJ tax return this year (2019)

He started the business 2 years ago and was planing to start payroll for himself when he gets more profitable to allow a wage draw.

Early this year he told me to start the process of registering for unemployment and start payroll. However the pandemic got in the way and his business was completely shut for 3 months (he is in the simcha industry)

I though he would have a claim for UI as he was scheduled to start payroll, however the DOL agent on the phone told him he doesn't qualify. Does that make sense? should I appeal it?

Do I really need to call?
Any way to get them on the phone?

Someone I know is having the same issue. They applied this past Wednesday (Erev Tisha B'Av), and got no acknowledgement of any kind. No email confirming receipt of the application, no letter via snail-mail, no secure message, no pass-or-fail error messages or anything when browsing the DOL site - except for the above-mentioned error when trying to access "unemployment services." Meanwhile, other people who applied on the same day at around the same time have already been acknowledged, approved, and even received their first payment via direct deposit over the weekend.

Is this this anything to worry about? Or just sit tight and wait patiently?

No correspondence until approval is normal NY DOL practice.
They usually email/text about a week after that message becomes available informing you that you need to call.

Did you try to call? I've seen a trend with claims on hold, that when you enter your SSN in the automated system you automatically get routed to an agent- I'm assuming it's because the system picks up on your hold claim status.

Chances are they need to verify your past employer or something similar before they can release your claim.

They have draws but it was booked as loans to shareholder

I don't know if they tried calling, I'll ask... does it make a difference if you call them from a NY area code or not? I believe this person has a non-NY cellphone number. Should they borrow someone else's phone, or set up a Google Voice account? Or no need?

Right now with PUA owners/corporate officers can collect so the ownership shouldn't be an issue.

My suggestion:
1) he should apply and for proof upload the corporate return that lists him as the owner or;
2) the corporation should draw up a letter of intent to place him on payroll as of xx/xx/2020, and then in writing he can note on it that it was rescinded due to covid.

Heads up: corporate officers are often hit with questionnaires- might be a pre-PUA holdover but he'll still need to complete.
