You are eligible for the $600 weekly FPUC payment if you are on any sort of unemployment, including PUA and partial unemployment. This is available for claims dated 3/28/20-7/31/20. The federal supplement does not affect eligibility for Medicaid and CHIP. It does affect SNAP and TANF.

If you filed for UI more than a week after your layoff date, you are eligible for backpay.

The obligatory waiting week has been waived, so your claim will process with a date a week earlier than what you apply for, to account for the waiting week waiver.

NY
There is a streamlined application process so that all applicants complete the same form, regardless of which program they'll eventually be eligible for.
PUA:
Unemployment for the self-employed. Acceptable proof of income includes prior year tax returns, 1099, P&L, bank statements and more. You will most likely be approved for standard UI even if you're an independent contractor, if you had W2 employment within the last 18 months.
If you are assigned the minimum rate of $182 when it should be higher based on your income, complete this form, fax it in, then send it again via the message center (Subject1: "Benefit Rate and Monetary Determination" Subject2: "Some of my wages are missing or incorrect") so that they definitely got it. Your rate should be adjusted in less than a week. You are also entitled to get your updated rate on all prior weeks.
You are also eligible for PUA if you landed a job but where unable to start due to the pandemic. You need an employment offer that was then rescinded to prove this.
PUA is available for a total of 46 weeks from 02/02/20-12/31/20.
Partial UI:
You can apply for partial UI if you're working 3 days or less, and earning $504/weekly or less. The DOL deducts 25% of your base rate for every day that you work. (You receive 100% of your rate if you don't work at all, 75% if you work 1 day, 50% if you work 2 days, and 25% if you work 3 days).
PEUC:
For those on regular unemployment- you will receive an additional 13 weeks of benefits after you've exhausted your initial 26 weeks. This benefit is available through 12/31/20.
Extended Benefits:
For those on regular unemployment- you will receive an additional 20 weeks of benefits after you've exhausted your initial 26 weeks and your PEUC weeks. This makes for a total of 59 weeks that you can possible receive unemployment benefits. This benefit is available as long as the state's unemployment rate is high.
Requesting Backpay:
The NY DOL is using Docusign to allow claimants to file backpay. You should receive an email from the DOL with instructions. The email subject is "Action Required - NYS DOL Certification for Back Week Payments". This might end up in your spam folder, so be sure to check that as well.
If you don't receive this email or you don't want to wait, call the NY DOL and speak to an agent to certify for backpay over the phone.
It takes a little less than a week from when you complete backdated certifications until your claims are processed and funds are released.

PUA:

At this point it looks like claimants are still being given $231- the minimum PUA rate- regardless of prior income.

3) I like this theory or something similar where there was a processing error in his notifications but not in his actual assignment. The $182 is telling and points to PUA. If you try using the TCC to certify you might very well get an error when trying the regular line and be directed to the PUA #.

Person B called UI at 888-581-5812 and was able to certify, and then called PUA at 833-324-0366 and was told by the automated system that "you have no active PUA claim/file" (or something like that). So there goes that theory...

Can Person B safely stay on UI and just continue as if nothing happened, or is there any need to call and "switch" to PUA? And if the answer is to stay on UI, will Person B still receive the DocuSign for certifying for 10 past weeks? Or is that exclusive to PUA, and for UI you have to call/message manually?

It's strange. In NY you can either speak to a rep and have them certify all back pay weeks or you can do it yourself online after certifying the first weeks benefits, but im helping someone from NJ who's is trying to receive his backpay and no option at all online and after calling and receiving callbacks 2 diff reps stated "we are escalating your claim and you should receive a response within a week or two" as if it's questionable whether or not he's elligible for backpay!! But NYs website clearly stated "don't worry if you're having a hard time filing, all claims will be backdated to the date of unemployment" so what's this business with NJ giving ppl issues with backdating their claim?!?
They made it sound as if he was now filing an additional claim to have his thing backdated when the initial application clearly had his date of unemployment listed as early April so if his claim was approved how can they not have to immediately give options to certify for all previous weeks??
Can anyone clarify what the steps were for them to certify for backpay weeks in NJ and whether or not they were successful, as he has already certified the last 3 weeks of benefits but no word yet on all the weeks from April to July 12th.
Any and all details are greatly appreciated!

The difference between NY and NJ right now is that NY has their act together (most of the time) and NJ doesn't. That's all there is to it.

And if yes, from when?

The executive order states that it's from the UI week ending on 8/1 (the exact date will depend on what date your state ends the UI week).
Bottom line is if the executive order is enforceable and the states agree to it there shouldn't be a gap week from the $600 to this.

Correct. That is exactly why the President signed an executive order to extend these payments.

The $600 ended the week of 7/25-7/26. Last week was the week ending in 8/1-8/2 and if enforceable the $400 will be retroactive to that date.

Correct.
If B likes staying on hold for hours with the DOL and wants his claim scrutinized he can inquire as to why it looks like he's on UI.

I wanted to get back pay from NJ here is the story:

Wanted to change my original date back 1.5months

Called NJ (about 100 times got through about 5)
NJ said we put a request in for someone to call you back

Nothing happened for 3+weeks

Wrote an email to my congressman
Got a response that they sent my request into the DOL

4 days later got a call. And they were able to change the date. Said it may take 1-2 weeks and then I will be able to certify....

You wanted to to change the date of your unemployment that you put on your application?
That is not the usual back pay.

You'll get the $600 backpay for all certifications that cover weeks 03/30-07/26 even if they're backdated.
