Stop overthinking. It was random. Its because its in three weeks. Its like me saying next spring, do i mean the actual day spring starts? Or the time of year?
If there was a proper lockdown plan in place, then maybe we can start allowing businesses to go back to work in 3 weeks, but not all at once, and with the proper precautions. But since there isn't, the answer is no.
We missed our chance for a total lockdown from the beginning. Drip drip drip is going to drown us.
