Israeli notaries are lawyers, so they are much less common than American notaries. You may have to go to the embassy, or they should have a list on their sites.

You should be able to notarize at the consulate.

Alternatively for certain items you might be able to use a local notary and have the notary certified and apostilled.
I've been waiting over 5 years with bated breath for someone to say that!

Trying to avoid going down to the consulate, l'm basically looking for a licensed Israeli lawyer in the tristate area to notarize a power of attorney, I've done it in the past but that lawyer is away currently

1. Israeli Notary isn't the same as US notary. Their fee is inherently higher even when done legally within the borders of Israel.

2. You expect a low price for someone being complicit in an illegal act?

The fact is that a notary may only notarize within the borders of the state where he or she is commissioned. In the US there are currently Tele-notaries which are legal in many states (and have specific requirements). IDK (and highly doubt) whether tele-notary is available in Israel. The only legal option for a document that requires Israeli notarization outside the borders of the State of Israel is at a consulate or embassy.
