I think you can call the passport agency for a more detailed update. You can try getting an appointment at the Connecticut or Philadelphia passport office.

Yes. You need to go with the kids. When you make the appt online they ask you how many people. And both parents need to be there or you need a notarized form for each child with the absent parent's info.
