I spoke to a rep on one of my loans today (she's been the most responsive so I just reach out to her, even about the loans that aren't assigned to her). She said that I am probably 2-3 weeks for my increase requests being reviewed by a loan officer. As current increases being processed are from the end of April.
I've been waiting over 5 years with bated breath for someone to say that!

Thanks for the DP. How did you get a direct number to a rep?

I see on my online portal that I was approved for the targeted advance. How long should it take until actually funded?

Do you have/did you show tax returns for the business?
I've been waiting over 5 years with bated breath for someone to say that!

I did. They funded the first round and this was the increase. Very weird. But according to the rep it wasnt an abnormal decline. The 4506 had both addresses for the business. I showed them proof of the addresses going back to 2012 and current. Hopefully they reconsider and approve.

I don’t understand why they’re processing the advance and the targeted advance separately.

I saw an advertisement for the targeted EIDL 15k grant, for anyone self employed that had a reduction in 2020 from 2019. Anyone with info if this is legit?

There's such a grant, the qualifications might be a bit more than what you specified, and you can apply yourself by applying for an EIDL loan.

There is different requirements for each
For Supplemental, one is to have received Targeted...
But back to the question they're coming out of different money pools, so possible the SBA needs to process separately.
