If I get funded for PPP first draw on, say, Feb 15th, can I immediately apply for PPP second draw as long as I don't get funded before April 15th? And will it mean that I made the 3/31 deadline?

Banks are not allowed to keep an application approved for more than 10 days without funding or else it expires.
Each bank will have different rules for how close to that 3/31 deadline they'll accept applications.

Could be it's specific to this round- I know Cross River doesn't even offer 10 days now.

It might be something on the SBA side. Still the question stands, would that mean you’d necessarily get the same result applying from another lender/platform?

How long did it take you to apply with Cross River and do you have handy all the documents you used?

It took me a long time.  Does that matter?  I do have all the docs handy.

I work closely with one of the largest Cross River affiliates, and according to him if you need a manual review you're going nowhere- they simply don't do it.

It matters because it took me very little time and thus I wouldn’t hesitate to apply elsewhere. If it’s a lot of time then it might be easier/quicker to address the issues here, assuming that’s possible.

I don’t think it’s that simple, probably depends on your situation and a little bit on luck too. Consider contacting someone with more expertise.

1. If I had (as self-employed) a drop in revenue of more than 25% in a certain quarter in 2020 compared to the same quarter in 2019, but my total revenue for 2020 was higher than it was in 2019, can I use the 2020 tax year in order to calculate my "average monthly payroll"?

2. If I had a drop in revenue of more than 25% in a certain quarter in 2020, and total gross revenue for 2020 was also lower, but I still have the flexibility to claim less expenses on my 2020 tax return, bringing the 2020 taxable income higher, can I do that and get a higher PPP 2nd draw loan? If yes, is there a drawback to it (other than possibly dealing with the various consequences of higher income on the 2020 schedule C)

Yep, you can do that. No drawback other than your tax situation.

Depends on the type of manual review. If you have a slightly complicated application, I was told they won't do it- I'd love to hear otherwise because I know of someone who's dropping Cross River now and it's a hard move, so if it's not necessary I'd like to know.
