A relative who is a US citizen but has been living in Canada for many years just got a check mailed to them. Isn't it supposed to be only for Canadian residents?
My wife got a cheque in the mail too, living in Canada for many years. Arrived yesterday.

afaf. got 1 DD around a month ago for $1200. last week received 2 more DD for $1200 each. any possible explanation for that?

no. the only 2 possibilities i can think of are, that originally she got it because she receives SSI, and then the IRS botched and gave twice for the 2 heads of household in most recent return. or that for some reason IRS gave $1200 to minors on SSI, because there are 2 minors in the house

Call the phone number given to activate the card.
Then go to the website they give and create login/password for your account.
It tells you the balance on the card, and gives you several options, one of which is to transfer the money elsewhere.  There's no fee for this (though there are fees for some of the other options).
Put in the routing number and checking account number for your bank account, such as the one you use to pay your cc with benefits.
At least, this is what my mother did yesterday, though I don't know if she checked today to make sure the money was actually transferred.

This method did work but it seems there’s a limit to how much can be transferred at once. When I tried the full amount it said invalid amount, so I took a guess and tried 1500 and it worked. When I tried to do another transfer after that one, it said my daily amount has been reached.

My mother submitted the request yesterday, Sunday.   The fine print on the page with all the terms said $1000 per transaction, so she put that amount in.
She just checked the card site, and it does show that the $1000 was deducted today around 3 PM, and sent to her checking account, but it doesn't actually appear in her checking account yet. 
I assume it will appear tomorrow, and she'll transfer the remaining $200 then.

You might want to do it the other way, that is, first transfer the $200, to make sure it goes through, and then the next day, do the $1000.

ok. clearly it was this. im not complaining, but for some reason 2 kids under 18 got $1200, and that's what threw me off. did i miss something in the news? maybe SSA (survivors) get a full 1200 even for kids? whats weird is that the IRS clearly didnt check the tax returns, because these kids are both dependents. also a 3rd kid (age 19) also got $1200. whats strange is, that the first 2 payments were DD. the 19 year old got a check addressed to mother: **** for the care of:****(the 19 year old). this was my proof that it obviously has something to do with the social security office. while they dont mind the extra cash, i am very confused whats going on here, and would like some clarity. If anyone has a better understanding whats going on here, please explain it to me. thanks
