My quandary was why you are in wonderment when you have multiple SS numbers. You didn't suspect that the FBI would eventually catch on and disqualify you from government websites?

  But all seriousness, it was a few different family members who's I was trying with to see if it was just me or them as well.

 If I was holding in that league I don't think I would be here on DDF wandering around.

Depends on the definition of "somebody".
If it's a stranger than you need to report them for fraud. If it's an ex or someone who claimed you as dependent I think you're pretty much screwed.

I don’t know if you’re fully screwed in those cases. Should still get the credit on your 2020 return, no?

Not so clear, although not sure how they can prevent you from filing for the credit on your tax return if you never got it.

It does suck. Especially because it feels near impossible to rectify the situation. And even if I can she won't be getting her money anytime soon. Thanks for the info!!

CARES Act states that overpayments will not have to be returned. They tried getting refunds for dead people they mistakenly funded but per most lawyers they have no legal recourse to do that.

Until we see the published IRS guidelines on how the credit will be recorded on the 2020 return, there's no way to know how it'll turn out.

I got mine over yom tov. I am an expat, living in Canada and us TD Bank.
A relative who is a US citizen but has been living in Canada for many years just got a check mailed to them. Isn't it supposed to be only for Canadian residents?
I am sometimes accused of overthinking things. I am still mulling over whether that accusation has merit.
