Hoiruas Shua is not in the Klal of Gezeiras.

Heard from a Rav that due to the fact that many did not head advice of the 4 poskim signing the letter not to make any minyanim   their decree is void to the klal.  This is due to the fact that its considered "not accepted".

Thier own constituents shall continue listening to them.

Also look in the Rosh in the sugya of שיהה/הטמנה about being realistic that  ppl not gonna listen

I'm not a rabbi and dont necessarily understand all the halachik details.

The text of the order bans all gatherings. It also authorizes the state office of emergency management to issue clarifications, which they did.

There are exceptions in the Executive Order.

The only mention of religion is regarding leaving one's home, not regarding gathering.
