That says nothing about what you are referring to. They're talking about if you're in a place where there is minyan. Not about in a place where there is no minyan.
OK. If one is in a place where there is a minyan and he an Anus (see how commentaries explain that) he is patur.
M.B., Beir Heitev, and others talk about other cases. They say one may not miss minyan even to make money.
Of-course if one is already somewhere where there is no minyan, he should try to daven at the time when the shul would be davening, as per Mchaber. But if we see that one is permitted to miss tfila btzibur only if he is an Onus (such as if he is weak), then certainly it would seem he shouldn't pick up and leave to a place that does not have a minyan if it is unnecessary.
I will admit however that you make a good point about pointing out the specific case he is referring to. If you see someone actually discussing this exact case of leaving to a place without a minyan let me know. But I do think it is clear
