As the situation stands today, foreigners are barred from entering Israel. Renting an apartment and paying arnona, having a student visa, or holding Bituach Leumi are NOT sufficient grounds for entering Israel.

There is no way to know when the restrictions will be lifted. There is no indication that this will be happening soon; in fact, it may take weeks, or perhaps months. Remember that this is a tremendously dynamic situation. Literally, one cannot know what tomorrow will bring, let alone what will be in a few weeks.
The very few exceptions to this rule are some instances where one can prove that their entire family is in Israel, while they are stuck abroad. Even in this scenario, it is not always possible to receive an entry permit.
Furthermore, all persons arriving in Israel (Israeli or foreigners), are to be taken to quarantine in government run hotels. The details of this program are constantly changing, but it is mandatory. At the same time, implementation has been sporadic; not all arriving passengers have been sent to these hotels.
Please note: Foreign citizens are able to submit a request for permission to enter Israel (similar to the process described here for relatives of Israelis). However, the current policy is to refuse requests from student visa holders.
