The price on 3 ply masks is going to keep on coming down. There is a major surplus in the US. I personally  know of many people that have millions of these masks in stock and can't unload them. Give it some time and they will start retailing again at 10 cents a mask. This is my opinion (I've been involved in buying and selling ppe the past 2 months).

Which is why I asked if he’s buying speculatively. If prices are going down because supply/demand is getting closer to normal ratio, then he might be left holding the bag if he overpays what the usual prices are.
