US Government relief related to COVID-19

IRS allowing people insured with HSA compatible High Deductible Health Plans to access benefits without being subject to deductible. (Obviously requires insurer participation, but I would assume that would be forthcoming).

The CARES Act permanently reinstated over-the-counter products as eligible expenses for Health Savings Account (HSA), Flexible Spending Account (FSA) and Health Reimbursement Arrangement (HRA) funds without a prescription.

Also, with the deadline to file your 2019 taxes extended you can contribute to your 2019 HSA until July 15, 2020.

Apparently Trump says next is aid $$$ to States. I also read somewhere they’re expecting the Federal government will dole out (legislate doling out, anyway) an additional $1 trillion (!!!) over the next month, ontop of the $484 bn extension of PPP etc that was recently approved. Any ideas about where the $1T is going?

Can you explain this? (Is this relevant to me if I have an HSA)

Are contributions now for 2019 still subject to payroll tax?

I don't know of a way to make contributions to a prior year through payroll.
You can go to your servicer and make a contribution which you would claim on your return but it wouldn't help for payroll taxes.
