No. Because the last one cost $6,470 per american ($2.2T / 340M people) and ordinary people only received $500- $1,200 per person. That's a lousy deal.

OK sure. In a hypothetical sense I'd agree to a stimulus bill that just had the check for individuals in need.

But in reality you can't separate the two. There isn't a federal bill in existence that just does what it's supposed to. In order to get enough support for x, you have to agree to pay for y,z, and a,b,c too. If the next round gave $5,000 per individual, it would cost at least $20,000 per individual.
