I found a way for IL to solve their pension issue that won't cost taxpayers a dime. Have the freeloader Kentucky give 15B of the 26B bailout to IL each year. IL will breakeven on what they give the Feds and freeloader Kentucky will still get 11B bailout each year. @ExGingi how does that sound, win win?  :)
