One ticket i saw was issued a court date with the violation below no mention of any fine.

Not as far as it relates to masks outdoors. It just adds public transportation and for-hire vehicles to the requirement (regardless of social distancing).

It can be void for a lot of reasons.

Legally, anyone can walk in the street without a mask and when stopped simply say that he can't medically tolerate it.

In NYC this means a dismissal.
It can technically be reissued, but its NYC, so it most likely wont happen.
All they need is a number of citations that were issued, it's all about the optics.
