How to read this parking sign?

In DC and wanting to park.
 Until now I thought NYC had the hardest signs to read when when wanting to park.
 But this takes the cake. Can someone please enlighten me. What is this supposed to mean. Straight out סתירה.

Bottom one is general no parking rule
Top one says that the general rule is except for sunday. On Sunday it's different hours
I know I know, im just making up

Top sign looks newer, in general if you see an open spot in DC assume it’s not a legal spot.

The only time that is not restricted by either sign is 9-1 on Sunday.

Correct, but why the need for the bottom one? (unless it's old and was supposed to be replaced by the top one)

CMIIW the top sign "9am-1pm" is reffering to Mon-Sat and "except Sunday" is reffering to all hours of Sunday.
