I've been charging my PagePlus Cellular service to my Ink Cash card. I recently noticed that as of July 2019, I've only been getting 1X instead of the 5X I was getting up until then. When I contacted Chase, they said:
PAGEPLUS CELLULAR categorizes themselves as "Telecommunications Equipment including telephone sales" with Visa and MasterCard, which isn't in the bonus category. Since the merchant in question was not assigned an appropriate category, your purchase(s) did not qualify for the bonus rewards.
I'm contacting PagePlus, but I'm wondering who actually determines the category. Is it the merchant or is it Visa?
