I am looking for an email hosting service for a medium company with 10-15 users for our Domain. It should have the below

Good price
reliable service
enough storage
security
no extra charge per user

Also please if you can just let me know what you are using as of now, and how much you pay

Gsuite but they charge per user. About $5/person/month I think (cheaper if you pay by the year).

Gsuite but they charge per user. About $5/person/month I think (cheaper if you pay by the year).

Gsuite is very expensive for 15 employees, they charge per user, It should be cheaper ones

(If you happen to have a gsuite account from way, way back when they were in beta and giving it out for free then yes, even today you would be able to add users for free. I know of a place that is on such an account and to this day they add and drop users constantly and over 10 years later have not been charged a penny.)

Also, Gsuite is now $6/month/user. Microsoft is $5/month but for web based only and paid yearly upfront. Zoho is $4/month paid upfront.

Most other "hosts" are just resellers of the above so after the initial low price to lock you in, when you renew you'll pay even more then the above because now you are paying a middleman.
If it's not free shipping it's not worth it.

You can get office 365 for $4 a month per user. The plan is called exchange plan 1

Another option would be to check if your web host offers free email (I remember one offering 5 free email addresses a few years back) however bear in mind that the UI will probably be terrible

Zoho and G Suite would be your two best options.

If you are looking for strictly just email I would recommend Zoho. If you are looking for more, the ability to share Sheets, Docs, Files with other people, and make it easy, I would recommend G Suite.

Is Zoho still the best/cheapest option if all I need is custom email hosting? Will be used very little so don't need much space. Will I be able to add additional email addresses at a later point? And what if at a later point I want to make a website with that domain? Will I need to do it with Zoho or will I be able to take it elsewhere? Also, just confirming that I'll be able to use it through Gmail or Outlook, right?

You can just use Gmail with send as account and incoming via improvMX or your domain provider (if they offer email forwarding, namecheap does)
