Too late for what? I don't think we could have prevented the virus from reaching the US. I think that we could have mitigated the initial severity by decreasing its prevalence, even a little. If we had stopped flights from Europe at the end of Feb or even the beginning of Mar, I think the needle may have moved enough to make a difference. Again, I don't see the point in guessing what actions back then would have changed the outcome, except in the context of learning from mistakes in order to guide future plans.

Given the Rt, I think preventing infected people coming from Europe even as last as mid-March could have made a dent in NY hospitalizations in late March and through April.

Look at cases per 100k population not positivity rate.

I think that each has value. In FL, we look at 2 different positivity rates: total test positivity, and new person tested positivity. This helps you see how many tests are from repeat testers like healthcare workers. Additionally, total tests administered helps put those numbers into perspective. All of that, in conjunction with the total cases per 100k population, will give you part of a picture. The rest is guesswork.

FYI I'd say well over 50k Nursing Home staff tests per week. Probably somewhere in the 80k range.
