There isn't a single thing about Cuomo that I like but I do disagree with this point you are making. These people came to work in NY and knew what that entailed, there shouldn't be special rules for them. Cuomo is very simply saying that we can't give tax breaks right now. People are screaming at the government at every level that they aren't doing enough or they are doing too much. Not enough unemployment or too much. We can't have it both ways that we want the government to support us in this lockdown until there is a vaccine and on the other hand be upset that the government takes revenue that they are rightfully entitled too.

The cleaning the trains is worth nothing unless you do if after each trip, it was more of a cover up to get rid of the homeless.

The nursing homes were forced to take in covid patience which turned out to be mass murder situation

About 25% of the covid deaths were not confirmed

I imagine if the Federal Government started bailing out irresponsible states, there will be millions of hard working Americans enraged. 

What do you mean by bailing out states? The federal government has more debt than any State could dream of. We are discussing waiving State taxes for nurses, which would be a huge outlier, considering everybody pays state taxes unless the state you work/live in doesn’t collect income tax. Trump should care as much as Cuomo about saving lives and rewarding nurses.
