IMO that's a good policy, they should test them as much as possible.

My point is that Cuomo wasted so much time on things that were stupid because they were easier to show off.
1. Hospital beds - never close to a shortage
2. Ventilators- same story
3. Testing - excess capacity of 10k a day tests at this point.

He could have used the last two months to allow business to reopen safely instead of going bankrupt, and by actually trying to protect the vulnerable instead of sending the virus into nursing homes.

He complains about the need for federal funding but he could’ve spent that time trying to boost sales tax revenue by allowing stores to reopen safely.

They should. However they first allowed an exemption for anyone who tests positive for antibodies, but then changed and said even staff with antibodies are required to be tested twice a week.

Some homes are are at the brink of collapse empty beds and testing is costing a fortune at average 400 employees x 100$ test 2x a week

This is very true, they also have crazy high costs for PPE and overtime when half their staff is out sick.

Why can there be gatherings of 10 people across the board but retailers cannot open with a 10 person max capacity ?
