People won't magically afford two months rent in a few weeks or months even...
NJ's ruling doesn't make you repay it unless you renew your lease.

How long is "over time"?

NJ's ruling doesn't make you repay it unless you renew your lease.

So it's just a question of whether you are required to be responsible and pay over time (NY), or if you have to come up with the full deposit when the lease ends(NJ).

Landlords will just walk away from the buildings and leave the city/state to take care of it.

Agreed.

Technically landlords should be able to get a mortgage forbearance but I know of a close family member in RE who tried (his rent collections were down 50% in Apr and May so far- that's before Cuomo's announcement today) and was told by his bank that they can't offer a forbearance on a commercial mortgage.

banks get bailouts, handouts, buyouts you name it, so it makes sense to push off some payments
but landlords not getting rent paid will kill their credit and the ball will roll downhill nonstop

they could make HPP (housing protection program) why should the landlord suffer

This was already addressed in the rent law of 2019. There are strict guidelines if a landlord would like to keep a security deposit.

I can't wrap my head around this stupidity. As much as I want to understand the left they come off even more stupid every time I try to understand their rational.

A lot of NY landlords (especially nyc) use all or at least most of the rental income to pay off their debt. How do you protect renters but not their landlords? It's like doing half the surgery. Or finish it or don't start it... You can't just leave the guy open in middle of the surgery and walk away... You gotta close the guy up.

Why not halt mortgage payments? If you can't manage to do that then don't give free rent

+1 even the banks the do give forbearance most of them make you pay back the whole three months in the forth month.
Its not like all the tenants will pay back the rent they didn't pay in one time in best case they will pay back a little at a time.
