If his dirah is his apt, then why not?
If they allow visa holders to enter.

for some reason, my mobile view of his tweet came up as incomprehensible gibberish. and when im on the desktop view it changes to hebrew..that was weird

Someone can always apply - especially a guy in a dira or a family without the yeshiva letter and see if they get accepted... can't hurt.
