Link to form that needs to be filled out within 48 hours of flight to Israel

Accordingly, the FINAL criteria For entering Israel are as follows - you must meet ONE of these conditions in order to enter Israel:

1. Vaccinated within 180 days of the trip with either a second vaccine or a booster and it must be at least 14 days after the shot.

2. Recovered within 180 days of the trip with DIGITAL proof of a positive PCR result and more than 11 days have passed since the positive result. This type of proof only exists in the EU. The UK will likely have it as well.

3. Recovered anytime – even more than 180 days before the trip - with DIGITAL proof of positive PCR result AND vaccinated with at least one dose within 180 days of the trip. Again at the moment the digital proof only exists in the EU and possibly the UK shortly.

Your vaccination or recovery CANNOT expire while in Israel, which means you may not be in Israel more than 180 days after your vaccine or recovery have expired.

CONSEQUENCES FOR VIOLATING THE TERMS OF ENTRY: VIOLATION OF ANY OF THE ABOVE CRITERIA CAN MEAN SANCTIONS INCLUDING BARRING YOUR ENTRY TO ISRAEL FOR 5 YEARS.

Earlier Thursday, Israel's coronavirus cabinet recommended travel bans to the U.K., Turkey, Georgia and Cyprus in a bid to restrict entry of new infections. The recommendation is expected to be formally approved next week.

Passengers traveling to Israel from Highest Risk countries are required to observe full quarantine, even if they are vaccinated/recovered. Entry permits for foreigners will no longer be given for travelers coming from England or other Red countries. Similarly, new student visas will not be issued for students from those countries.

England, Georgia, Cyprus and Turkey will become classified as Red countries, effective Friday, July 30. This means that these countries will be added to the Highest Risk list. Israelis are barred from traveling to countries on the Highest Risk list, unless they obtain special permission, via the Exceptions Committee. The Highest Risk list already includes countries such as Argentina, Brazil, Russia and South Africa.

Foreigners will be prevented from entering Israel from these countries. Significantly, the Igud and Chaim V’Chessed have now learned that student visa holders, as well, will be completely barred from entering Israel from these countries. Hence, student visa holders who are currently abroad in these countries are advised to hasten their return to Israel, as this status will take effect at midnight on July 30 (between Thursday and Friday).

Separately, Chaim V’Chessed has clarified that stopovers in Red countries will be permitted, provided they do not exceed 12 hours.

What about Americans going to Israel on August 1 where supposedly no permission aside from vaccination and Covid tests are required? Is that being pushed off?

A tourist who recovered abroad and tested positive for antibodies in Israel - how can they make it easier for themselves to get in again? There was discussion above about tav yarok, is that still applicable?

To answer my own question, and help others-

it is very doable to get a certificate of recovery and tav yarok.

Enter the information that the MoH has on file for you. If your testing site gave results to them, it's whatever you gave the testing site.

You will need an Israeli phone on file with them to receive a code via SMS. This means you will need a phone number before going to get tested.

There is a tightening coming this week and the tav yarok will help with that.

Also it is logical that it will assist in getting back in another time. I'm not sure if they ask for it, but I'm sure a clerk seeing documentation they can verify will be helpful .

I never had a QR code on my ramzor app.
In TLV I couldn't get into most restaurant and hotels without showing the tav yarok

As Chaim V’Chessed has reported, several countries will join the Highest Risk list on July 30. Many student visa holders are currently vacationing in locations such as England, Turkey and Cyprus, which will be added to the list.

At midnight on July 30 (the night between Thursday and Friday), visa holders will be barred from re-entering Israel. Hence, officials have urged that these travelers hasten their return to Israel, and arrive in Israel by Thursday.

We can now share that visa holders who depart the Highest Risk counties and relocate to countries with lower risk will be permitted to enter Israel from those locales, without requiring a 14 day stay.

As above, visa holders who must remain in Highest Risk countries will not be allowed to enter Israel on the basis of their visas alone. However, they will be eligible to apply for a special permit to reenter Israel, via this link.

As this is a new and untested process, we cannot be certain how efficiently this system will work. Therefore, Chaim V’Chessed continues to urge visa holders to expedite their return to Israel, to avoid unpleasant complications or delays.

NOTE: These rules pertain to holders of valid A1, A2, A3, A4, A5, B1, B4 visas.

Recommend the antibody testing at Rambam, they picked up low levels of antibodies that wasn't picked up in the US.
also, they sent results directly to MoH very quickly.
