Link to form that needs to be filled out within 48 hours of flight to Israel

Accordingly, the FINAL criteria For entering Israel are as follows - you must meet ONE of these conditions in order to enter Israel:

1. Vaccinated within 180 days of the trip with either a second vaccine or a booster and it must be at least 14 days after the shot.

2. Recovered within 180 days of the trip with DIGITAL proof of a positive PCR result and more than 11 days have passed since the positive result. This type of proof only exists in the EU. The UK will likely have it as well.

3. Recovered anytime – even more than 180 days before the trip - with DIGITAL proof of positive PCR result AND vaccinated with at least one dose within 180 days of the trip. Again at the moment the digital proof only exists in the EU and possibly the UK shortly.

Your vaccination or recovery CANNOT expire while in Israel, which means you may not be in Israel more than 180 days after your vaccine or recovery have expired.

CONSEQUENCES FOR VIOLATING THE TERMS OF ENTRY: VIOLATION OF ANY OF THE ABOVE CRITERIA CAN MEAN SANCTIONS INCLUDING BARRING YOUR ENTRY TO ISRAEL FOR 5 YEARS.

As they need to do bidud
No
If you don't have an apartment / Airbnb you technically need to go into a dedicated hotel (and you don't want that  :))

But do the hotels check when you came in and accordingly deny stay?

I was able to check in to a hotel in Jerusalem and Tel Aviv Pesach time -- using my CDC vaccination card and a positive Israeli serology report.  At the time, I did not have the green pass.  Both let me check in.

If you do the 20 min serology test at the airport -- and bring that report with you to the hotel - they may let you do the same thing I did.  Clearly, that was Pesach time so who knows if they'll be more strict now.

When I did the serology for my kids organized by Pikud Oref, we also received our results within half hour, and a text from MoH 20mn later

entirely possible imho. Basically 50-50% chances of things improving for foreigners or not. Although I would find it strange that things improve for Israelis and not for foreigners. We will know soon enough

It's already been advertized for a while. Although there are some exceptions (2nd shot received during the last 6 months etc)

So what is the best way to go about being there for less than 7 days. I plan on going right after succos. Just got my permit. What should I do? Also do I really have to stay inside the whole time? Can I go out and about?

If restrictions don't ease by then, you won't be able to leave the country before you do your 2nd test on the 7th day

Also would I be able to get the booster and then same day get out of quarantine?

If things don't change by then, then technically you are supposed to be in quarantine, so you're supposed to stay inside, and technically you can't get a booster during quarantine time.

Again, things might change by then imho
