Link to form that needs to be filled out within 48 hours of flight to Israel

Accordingly, the FINAL criteria For entering Israel are as follows - you must meet ONE of these conditions in order to enter Israel:

1. Vaccinated within 180 days of the trip with either a second vaccine or a booster and it must be at least 14 days after the shot.

2. Recovered within 180 days of the trip with DIGITAL proof of a positive PCR result and more than 11 days have passed since the positive result. This type of proof only exists in the EU. The UK will likely have it as well.

3. Recovered anytime – even more than 180 days before the trip - with DIGITAL proof of positive PCR result AND vaccinated with at least one dose within 180 days of the trip. Again at the moment the digital proof only exists in the EU and possibly the UK shortly.

Your vaccination or recovery CANNOT expire while in Israel, which means you may not be in Israel more than 180 days after your vaccine or recovery have expired.

CONSEQUENCES FOR VIOLATING THE TERMS OF ENTRY: VIOLATION OF ANY OF THE ABOVE CRITERIA CAN MEAN SANCTIONS INCLUDING BARRING YOUR ENTRY TO ISRAEL FOR 5 YEARS.

Lol what? Masa is part of the government and government funded... its not a loophole. Israel doesn't have a problem with foreigners coming in they're nervous about quarentine. If a school has it worked out the government has no issue. The reason they stopped letting after shavous is because guys didn't quarentine.

How do seminaries plan on doing quarantine, how about if there's 1 positive case and it gets shut down for 2 weeks where are they putting all girls?
Besides the fact I'd be surprised if girls even want to come next year it's pretty clear this won't be the best winter to be in Israel
Why not lock the entire sem up for 2 weeks?

I'm pretty sure if all the seminaries get together they can find a Baal Tzedakah who would rent 20 Studio apartments as a contingency plan.

Assume the seminaries will have stricter rules about where / when you can go during free time to prevent positive tests.

Israel didn't decide yet if restaurant & gyms can open on Tuesday, I would take any plans with a large pack of salt

Schools are creating contingency plans for this. Leaving additional rooms open for anyone positive. And quarantining everyone else.
From the seminaries I have spoken to, they have more demand rather than less. Though that obviously could change
I was stuck in EY with mumps no one wanted to have me as a guest, I found someone that wasn't home for shabbos I took over his apt #HomeAlone

The timing seems odd with everything going on in EY right now
It seems like two separate things. The opening of the country and allowing people vs. Internal restrictions seem to have no connection.

News is now reporting restaurants will likely close from 05:00 per the government vote but at 09:45 the Corona Kenneset committee is expected to vote to reverse the rules

It does say that not all institutions will qualify.
Wondering if students will want to come back and spend succos away from home? And those that decide to wait until after Yom Tov might make the Yeshivos/Seminaries decide to only open then because its not worth having half empty classes....

By taking 2 negative covid tests within 10 days (day 1 & 5-8) and then taking the 3rd at the airport
Which means you can get infected the day before you fly and test negative on everything.
