From today's announcement that travelling from a "green" country won't require isolation in Israel -- the Israeli government's website seems to suggest that foreign nationals ARE allowed in provided they have a letter from their local consulate.  With that letter coupled with arriving from a green country -- you would not need to self isolate.

Does anyone know how to get such a letter from a local consulate?  What are the requirements??
