Link to form that needs to be filled out within 48 hours of flight to Israel

Accordingly, the FINAL criteria For entering Israel are as follows - you must meet ONE of these conditions in order to enter Israel:

1. Vaccinated within 180 days of the trip with either a second vaccine or a booster and it must be at least 14 days after the shot.

2. Recovered within 180 days of the trip with DIGITAL proof of a positive PCR result and more than 11 days have passed since the positive result. This type of proof only exists in the EU. The UK will likely have it as well.

3. Recovered anytime – even more than 180 days before the trip - with DIGITAL proof of positive PCR result AND vaccinated with at least one dose within 180 days of the trip. Again at the moment the digital proof only exists in the EU and possibly the UK shortly.

Your vaccination or recovery CANNOT expire while in Israel, which means you may not be in Israel more than 180 days after your vaccine or recovery have expired.

CONSEQUENCES FOR VIOLATING THE TERMS OF ENTRY: VIOLATION OF ANY OF THE ABOVE CRITERIA CAN MEAN SANCTIONS INCLUDING BARRING YOUR ENTRY TO ISRAEL FOR 5 YEARS.

are you allowed to leave Israel to a green country  and return without a permit, or you still need a permit?

You still need to have a permit or israeli citizenship.
It's been reported to be under review but no change announced as far as I know

Can a student visa holder visit Taba?
Its used to be the easiest way to get new blue paper to rent cars/drive other that a short trip to Cyprus
(I know that its not technically legal)

you need an ishur, student visa is not enough.
you can fill it out 24 before the flight or when you land.

Officially the only way to avoid quarantine is to have a positive COVID-19 test followed by two negative tests.
what forms do I need to fill out for this? and do I need to give them notice in advance or I can show up at the airport with the supporting documents?

I do not think there is a way to just show up and not quarantine, you must go in to quarantine and send the misrad habriut all your tests.

All returnees from abroad must observe 14 days of strict quarantine. As we have previously reported, there are many rumors, and much misinformation regarding exemptions from quarantine.
The only way to exit quarantine early is by receiving an official, written exemption from the Ministry of Health. There has been considerable confusion about how this process works. The Chaim V’Chessed Medical Department, headed by Mrs. Nechama Nulman and Mrs. Shani Warsager, has held extensive discussions with senior Health Ministry staff on this matter, and we are now pleased to provide detailed instructions for this process.
Exemptions are only possible for those who have previously tested positive for Corona, with a PCR test, then tested negative abroad with a PCR test, and finally, have tested negative again, in Israel. Having antibodies is irrelevant.
If you have the above three test results, you must obtain a letter from a doctor in Israel, in which the doctor recommends that you be exempted from quarantine.
Once you have all the above, download and fill out this document. Fill out a separate form for each family member. Then email the document, along with all of your test results and the doctors recommendation to bidud[member=23435]Moh[/member].gov.il.
You should receive a response within 48 hours. Until you receive a written exemption from the Health Ministry, you must remain in quarantine."

If you have a lab results of a positive then a negative for corona and you are lucky that magen David is by the airport when you are, AFTER you go through the quarantine forms and passports, by the exit before the suitcases. Magen David checks your lab paper and does a corona test on the spot (again they are not always there) you can exit quarantine when you get the results if you test negative.
Please note that regulations change and you can’t huca.
It also seams that if you quarantine in not so mainstream area (not yerushalaim or tlv) more like raanana, Ashdod, etc. They don’t check on you. But ymmv.
Also be nice and relaxed by the quarantine person because they profile you and if they think you are a trouble maker they check you more.
