Link to form that needs to be filled out within 48 hours of flight to Israel

Accordingly, the FINAL criteria For entering Israel are as follows - you must meet ONE of these conditions in order to enter Israel:

1. Vaccinated within 180 days of the trip with either a second vaccine or a booster and it must be at least 14 days after the shot.

2. Recovered within 180 days of the trip with DIGITAL proof of a positive PCR result and more than 11 days have passed since the positive result. This type of proof only exists in the EU. The UK will likely have it as well.

3. Recovered anytime – even more than 180 days before the trip - with DIGITAL proof of positive PCR result AND vaccinated with at least one dose within 180 days of the trip. Again at the moment the digital proof only exists in the EU and possibly the UK shortly.

Your vaccination or recovery CANNOT expire while in Israel, which means you may not be in Israel more than 180 days after your vaccine or recovery have expired.

CONSEQUENCES FOR VIOLATING THE TERMS OF ENTRY: VIOLATION OF ANY OF THE ABOVE CRITERIA CAN MEAN SANCTIONS INCLUDING BARRING YOUR ENTRY TO ISRAEL FOR 5 YEARS.

Your guess is as good as mine, though I think that it will be much harder to convince them to resume allowing students now.
They've seen what the compliance rate is...
If we know that they don't check up on marrieds bidud, the corona team also know that...
Also the infection rate is much higher now.

The Coronavirus Cabinet is set to convene at 2:00 p.m. Wednesday to discussed Netanyahu’s request for new regulations for the lockdown.

The restrictions Netanyahu is expected to ask the Coronavirus Cabinet include the partial closure of Ben Gurion International Airport, limiting it to arriving flights while banning departures; the closure of synagogues; limitations on public protests; and the closure of much of the private sector economy.

In addition, the government is expected to request that recently retired physicians return to work to assist hospitals in handling coronavirus patients.

Hopefully when they open it, they'll open it for everybody with tests or something. Hard reset to the old policy.

If they're not excluded, they're included. It's part of the general lockdown provisions which apply to anybody in Israel and citizenship is irrelevant. The government order allows for the Director General of the Transportation Ministry to allow exemptions, however those aren't in place yet. Travel, including flying, is still permitted for a vast list of essential needs from medical care to assistance to the elderly.
