Does anyone have an educated guess when Israel will reopen for American tourism?

You'll need a Navi for that one.
No one has any idea.
Every guess is about as educated as flipping a coin.
The farther out you look the better the chances...

Reading an article about Israeli COVID-19 related policy that starts with the words "there will be" is a total waste of time. I didn't go past the first sentence.
I've been waiting over 5 years with bated breath for someone to say that!

Israel extended its ban of non-Israeli citizens from entering the country until January 1, 2021, the Chaim V’Chessed organization announced on Monday.

Although Israelis and students with entry permits from educational institutions are permitted to enter Israel, students who are currently in Israel and wish to leave the country and then return must proceed with caution, as many students have had difficulty reentering.

There was a rumor that starting Dec 1st, you'll only need to quarantine for 10 days. Anyone knows if this is true?

Isn't that in order to reduce quarantine from 14 to 12 days?
Or they changed it to 10?

There are people getting in with “business permits” etc. Know of some who went very recently. Depends on who you know plus.....

To ppl arriving from red countries, effective on Tuesday morning, quarantine requirement shortened to 10 days, if ones gets a negative test on days 1 and 9.

It's a tiny step in the right direction.

Adding an option for a negative test within 72 from flight, and then a negative upon arrival and another negative on day 5, would be a reasonable directive (obviously eliminating the suspension of the policy of accepting positive antibody tests as proof of prior infection, allowing exit from quarantine with a negative PCR test on arrival would be the right policy to implement).
I've been waiting over 5 years with bated breath for someone to say that!

I agree.

Critical workers (essential healthcare personnel etc) can already be released from quarantine after day 5, following 2 negative tests. So I'm assuming we're heading there

I wonder how the quarantine rules will be affected by the upcoming elections. My recollection is that one must be in Israel to vote and that people fly in from out of the country to do so. If they need to quarantine for that it can change this metric. How will that affect Bibi's decision making regarding quarantine?
