This entire fiasco is a total disgrace and mismanagement. Rather than limiting capacity like Australia has done for many months, they run sporadic flights where one simply needs to be lucky enough to book before all seats are grabbed. Smallest glitch and the seat is lost (I've seen that happen).

They’re flying cargo while waiting/hoping for permission to carry passengers.

What exactly is the difference? In effect they both limit capacity. Australia allows the airlines to charge as much as they want, so the limited capacity goes to the highest bidders and there are hundreds of thousands of people waiting to go back. Israel limits the airline prices so it goes to whoever is lucky enough to snatch it as opposed to whoever has $$$

There are several differences. Australia has flights scheduled way in advance, not just last moment. They also seem to have a more orderly process to gain exit permits and entering doesn’t require special permits for people who live there or Australian citizens. I also don’t believe that they’re restricting based on destinations (though airlines are making their own calcifications of which routes to operate).
