Link to form that needs to be filled out within 48 hours of flight to Israel

Accordingly, the FINAL criteria For entering Israel are as follows - you must meet ONE of these conditions in order to enter Israel:

1. Vaccinated within 180 days of the trip with either a second vaccine or a booster and it must be at least 14 days after the shot.

2. Recovered within 180 days of the trip with DIGITAL proof of a positive PCR result and more than 11 days have passed since the positive result. This type of proof only exists in the EU. The UK will likely have it as well.

3. Recovered anytime – even more than 180 days before the trip - with DIGITAL proof of positive PCR result AND vaccinated with at least one dose within 180 days of the trip. Again at the moment the digital proof only exists in the EU and possibly the UK shortly.

Your vaccination or recovery CANNOT expire while in Israel, which means you may not be in Israel more than 180 days after your vaccine or recovery have expired.

CONSEQUENCES FOR VIOLATING THE TERMS OF ENTRY: VIOLATION OF ANY OF THE ABOVE CRITERIA CAN MEAN SANCTIONS INCLUDING BARRING YOUR ENTRY TO ISRAEL FOR 5 YEARS.

How about foreigners to return home from Israel?

Too early to tell. My guess is that 2,000 per day (which may be adjusted) is total for all points of origin. I would imagine that the US will get at least half of that allocation. But that is total speculation on my behalf. At 1,000 pax per day I think we are likely to see at least 1 UA and 1 DL flight.
I've been waiting over 5 years with bated breath for someone to say that!

Not at all. Even Israelis still need a special permit to get into Israel

As long as you live abroad you can leave without a permit. Presumably anybody with a US passport will appear to the personnel as 'living abroad'.

He's suggesting that as long as one receive approval from the exemption committee, one can get on any plane including the ones booked for diplomats and sport delegations..

Good data point, but I assume other than the foreign passport, they couldn't prove that they live abroad.

Who denied them, check in agents or passport control? Also, did they initially show their Israeli passport or they showed their foreign passport but they checked to see if they are Israelis?

Not necessarily, you can get one at some labs without telling them you're Israeli. Good to know.

No, it is extremely difficult for a non-Israeli to get any permit and even the most extenuating humanitarian cases are taking a lot of pushing.
