Link to form that needs to be filled out within 48 hours of flight to Israel

Accordingly, the FINAL criteria For entering Israel are as follows - you must meet ONE of these conditions in order to enter Israel:

1. Vaccinated within 180 days of the trip with either a second vaccine or a booster and it must be at least 14 days after the shot.

2. Recovered within 180 days of the trip with DIGITAL proof of a positive PCR result and more than 11 days have passed since the positive result. This type of proof only exists in the EU. The UK will likely have it as well.

3. Recovered anytime – even more than 180 days before the trip - with DIGITAL proof of positive PCR result AND vaccinated with at least one dose within 180 days of the trip. Again at the moment the digital proof only exists in the EU and possibly the UK shortly.

Your vaccination or recovery CANNOT expire while in Israel, which means you may not be in Israel more than 180 days after your vaccine or recovery have expired.

CONSEQUENCES FOR VIOLATING THE TERMS OF ENTRY: VIOLATION OF ANY OF THE ABOVE CRITERIA CAN MEAN SANCTIONS INCLUDING BARRING YOUR ENTRY TO ISRAEL FOR 5 YEARS.

The way I read it ועדת חוקה refused to have people forced into hotel quarantine. Since there's no other viable legal solution yet, they decided that ועדת חריגים is going to get extra tough and only very limited humanitarian cases will be allowed, and they expect the effective outcome to be a reduction in traffic to around 200/day.

If they can use that plane which brought cargo in to take ticketed passengers back, why not send the plane with a crew?

AFAICT, 200 pax per day is from next week. For the remainder of this week, 2000 per day can enter and there is no hotel quarantine, unless the Kennest committee approves the hotel quarantine requirement after all.

What happens to people who are currently booked on those flights, the airline will cancel? Ask if you have an ishur?

Right. I forgot about that. That was the one requirement DL had. However, it didn't really take an address.

It wouldn't allow me to enter Kfar Chabad (only City was a required field) so I entered Jerusalem assuming that is where they would send me.

Not much to write. Here it is in chronological order

DL check-in at JFK said they didn't need the exemption committee paper if checking in for flight with Israeli passport.

I was on that flight. No one told me anything. Had to do covid test and was then free to exit.

I'm not a fan of the DL A330-900 business class suites. Tight and claustrophobic. I definitely prefer TK (old) and LX business class.

Regal KSML was decent. I didn't have the dinner entree though it sounded good. Appetizer was good (though I've definitely had better lox). Breakfast/lunch omelette with potato latke and some tomato and squash side dish was actually good. All bread/bagels felt auful, so I didn't even bother.
