Link to form that needs to be filled out within 48 hours of flight to Israel

Accordingly, the FINAL criteria For entering Israel are as follows - you must meet ONE of these conditions in order to enter Israel:

1. Vaccinated within 180 days of the trip with either a second vaccine or a booster and it must be at least 14 days after the shot.

2. Recovered within 180 days of the trip with DIGITAL proof of a positive PCR result and more than 11 days have passed since the positive result. This type of proof only exists in the EU. The UK will likely have it as well.

3. Recovered anytime – even more than 180 days before the trip - with DIGITAL proof of positive PCR result AND vaccinated with at least one dose within 180 days of the trip. Again at the moment the digital proof only exists in the EU and possibly the UK shortly.

Your vaccination or recovery CANNOT expire while in Israel, which means you may not be in Israel more than 180 days after your vaccine or recovery have expired.

CONSEQUENCES FOR VIOLATING THE TERMS OF ENTRY: VIOLATION OF ANY OF THE ABOVE CRITERIA CAN MEAN SANCTIONS INCLUDING BARRING YOUR ENTRY TO ISRAEL FOR 5 YEARS.

What about quarantine for kids below 16 on their way back from abroad?
I would hope that they don't require that if both parents are vaccinated.
What I read is you still need to go through vaad hacharigim for under 16
That would be really stupid.

Because in a country with that many people vaccinated the cons most likely outweigh the benefits.

So what's the bottom line?

-1,000 daily arrivals starting March 7. Flights will operate to EWR, FRA, JFK, and KBP.
-3,000 daily arrivals starting March 14
-Israelis with green passports can enter and leave the country without permission or need to quarantine. COVID test is required in advance and again upon landing.
-Israelis without green passports must receive permission to enter and leave the country and need to home quarantine with bracelet or go to hotel quarantine for 10/14 days. COVID test is required in advance and again upon landing.
-Kids of vaccinated Israelis??
-Israelis who vaccinated abroad must take an antibody test upon landing? Where is that done?
-Foreign nationals need to request permission to enter. Guidelines TBD?

Joint Prime Minister's Office-Health Ministry-Transportation Ministry Statement

(Communicated by the Prime Minister's Office, the Health Ministry and the Transportation Ministry)

 

Prime Minister Benjamin Netanyahu, today (Tuesday, 2 March 2021), convened the Corona Cabinet for continued discussion of the outline for entry to, and exit from, Israel.

 

Pursuant to Prime Minister Netanyahu's directive to the Cabinet last night to make the outline for entry to, and exit from, Israel more stringent, the Cabinet approved in principle the outline that was formulated by the interministerial team chaired by the National Security Council and the Health and Transportation ministries, starting on Sunday, 7 March 2021, as follows:

 

1. To allow the entry of up to 3,000 Israelis daily, starting from Sunday, 7 March 2021, according to the air travel outline and with the number of flights to be determined by the Transportation Ministry in coordination with the Health Ministry. This number will also include those people passing through the land crossings according to the coordination that will be carried out between the Transportation and Interior ministers.

 

The Transportation and Health ministers will report at each Cabinet meeting and will recommend such changes as may be necessary.

 

2. Israelis returning from abroad will be required to quarantine at home in accordance with the instructions of the Health Ministry including on the issue of advance tests, except for people who have been vaccinated or who have recovered, who will also be required to undergo tests.

 

3. The Israel Police will focus on enforcing home quarantine and will assign top priority to enforcing quarantine for those returning from abroad.

 

4. The necessary resources will be allocated to the Israel Police in order to carry out the enforcement with emphasis on up to 660 additional inspectors (state employees) in coordination with the Public Security Ministry.

 

5. Technological means will continue to be advanced as will be the necessary legislation for their use in enforcing home quarantine.

 

6. Quarantine hotels will be utilized for citizens who cannot maintain home quarantine.

 

7. Vaccinated Israeli citizens will be allowed to leave Israel in accordance with the limit on the number of flights that will be determined by the Transportation Minister and while meeting the Health Ministry conditions. An exceptions committee for those leaving Israel will discuss applications by unvaccinated citizens to leave the country.

 

8. The regular permits committee for dealing with applications by foreign nationals will continue to operate, chaired by the Interior Ministry.

 

9. A budget will be allocated to the Transportation Ministry for its responsibilities stemming from this decision, in coordination with the Finance Ministry.

 

10. Additional airports will be prepared in order to make the process more efficient, in coordination with the Finance Ministry.

 

11. Staff work will be carried out by the Health, Transportation and Tourism ministries regarding the future entry of vaccinated tourists, which will be duly submitted for Cabinet approval.

 

12. Regulations will be submitted to extend the situation until Sunday, 7 March 2021.

 

The regulations will be submitted for Cabinet approval as soon as work on them is finished.

Now that the airport is officially reopening, sort of, will all the daily flights TLV-NYC be flying as scheduled?

There are thousands of bochurim, seminary girls, and couples, with flights scheduled these next few weeks, and if they start to again limit flight schedules there will be chaos.

Nothing is confirmed, it's all agreements in principal by governmental subcommittees (who don't have any actual power/authority), there is no formal government decision yet.

My son was scheduled to fly out on Delta on Thursday Night. We got an email last Moztei Shabbos that the flight scheduled for Thursday (3/4) was cancelled and he was automatically rebooked on this Motzei Shabbos flight (3/6).

Delta called me earlier today to see if he is actually flying because its a full flight now and they must be looking for volunteers to get bumped.

TL;DR: It's not clear yet.

*ראש הממשלה בנימין נתניהו כינס היום את קבינט הקורונה כדי להמשיך ולדון במתווה כניסה ויציאה לישראל וממנה.*

*בהמשך להנחיית ראש הממשלה נתניהו מאמש להחמיר את מתווה הכניסה והיציאה לישראל וממנה, (not in effect yet) אישר הקבינט עקרונית את המתווה שגובש ע״י צוות בין-משרדי בראשות המל״ל ומשרדי הבריאות והתחבורה החל מיום ראשון, ה-7.3.21 באופן הבא:*

1. לאפשר כניסת עד 3,000 אזרחים ישראלים ביום החל מיום א' (ה-7.3.21) ע"פ מתווה תעופתי ובהיקף טיסות שיקבעו ע"י משרד התחבורה בתיאום עם משרד הבריאות. (כניסת עולים חדשים תימשך במתכונת הקיימת). מספר זה יכלול גם את העוברים במעברים היבשתיים, בהתאם לתיאום שיבוצע בין שרת התחבורה ושר הפנים.

שרי התחבורה והבריאות ימסרו דיווח בכל ישיבת קבינט ובהתאם לצורך ימליצו על שינויים.

2. לחייב ישראלים החוזרים מחו"ל בבידוד ביתי ע"פ הנחיות משרד הבריאות לרבות בעניין הבדיקות המקדמיות, מלבד אזרחים מחוסנים או מחלימים שגם הם יידרשו לעבור בדיקות.

3. לאכוף את הבידוד הביתי בצורה ממוקדת ע"י משטרת ישראל ולתעדף את משימת אכיפת בידוד לחוזרים מחו"ל בעדיפות עליונה.

4. להקצות למשטרת ישראל את המשאבים הנדרשים לביצוע משימת האכיפה בדגש על תוספת עד 660 פקחים עובדי מדינה בתיאום עם המשרד לבט"פ.

5. להמשיך ולקדם את האמצעים הטכנולוגיים ואת החקיקה הנדרשת לשימוש בהם לאכיפת בידוד ביתי.

6. להפעיל מלוניות בידוד לטובת אזרחים אשר אינם יכולים לקיים בידוד ביתי.

7. לאפשר לאזרחי ישראל מחוסנים לצאת מישראל במגבלת היקף הטיסות  שיקבע ע"י שרת התחבורה ותוך עמידה בתנאי משרד הבריאות, ובמקביל להפעיל ועדת חריגים ליציאה מישראל שתדון בבקשות של אזרחים המבקשים לצאת שאינם מחוסנים.

8. ועדת ההיתרים הקבועה לטיפול בבקשות של מי שאינם אזרחים ישראלים תמשיך לפעול בראשות משרד הפנים.

9. יוקצה תקציב למשימות משרד התחבורה הקשורות להחלטה זו בתיאום עם משרד האוצר.

10. יוכשרו שדות תעופה נוספים לייעול התהליך בהתאם לצורך ובתיאום עם משרד האוצר.  (Some load will be distributed to Eilat)

11. תתבצע עבודת מטה של משרדי הבריאות, התחבורה והתיירות בעניין כניסה עתידית של תיירים מחוסנים, שתובא בבוא העת לאישור הקבינט.

12. יובאו תקנות להארכת המצב עד 07.3.21.

*התקנות יובאו לאישור הממשלה בהתאם עם סיום העבודה עליהן.

I haven't seen a confirmed timeline. IINM as of right now, the quarantine hotel mandate expires on March 5 and the flight lints expire on March 7.
