Link to form that needs to be filled out within 48 hours of flight to Israel

Accordingly, the FINAL criteria For entering Israel are as follows - you must meet ONE of these conditions in order to enter Israel:

1. Vaccinated within 180 days of the trip with either a second vaccine or a booster and it must be at least 14 days after the shot.

2. Recovered within 180 days of the trip with DIGITAL proof of a positive PCR result and more than 11 days have passed since the positive result. This type of proof only exists in the EU. The UK will likely have it as well.

3. Recovered anytime – even more than 180 days before the trip - with DIGITAL proof of positive PCR result AND vaccinated with at least one dose within 180 days of the trip. Again at the moment the digital proof only exists in the EU and possibly the UK shortly.

Your vaccination or recovery CANNOT expire while in Israel, which means you may not be in Israel more than 180 days after your vaccine or recovery have expired.

CONSEQUENCES FOR VIOLATING THE TERMS OF ENTRY: VIOLATION OF ANY OF THE ABOVE CRITERIA CAN MEAN SANCTIONS INCLUDING BARRING YOUR ENTRY TO ISRAEL FOR 5 YEARS.

On Feb 26 it said valid for entry within 10 days
I have a flight ex-Tel Aviv on March 18th. DF and myself are vaccinated but the kids aren't.. so if I need an ishur from vaadat harigim for the kids, I'd rather do it as early as possible so that I can know where I'll be for Pessah  :-X

Based on CURRENT rules she should be able to go (as of this week special permit from ועדת חריגים is required, but I don't see that as a major hurdle for an Israeli citizen, since at most it will be requested upon boarding, once you land there, if you're an Israeli citizen they won't send you away). She will be required to enter quarantine until she can get an Israeli antibody test showing immunity (one is permitted to go for testing while required to quarantine). Wherever an appointment is necessary you might want to schedule the test prior to leaving the US, so that it can be taken as close as possible to arrival, in order to shorten quarantine.

Here are some places I am aware of:

The cheapest (and rather fast response) place for that is Shamir Medical Center (Assaf Harofe) - appointment required, ILS 150, they say results in 24-48 hours, but experience has been that results are available in about 6-8 hours.

Next cheapest is Sheba Medical Center (Tel Hashomer) - officially appointments are required, but unofficially I was told that between 7am and 9am you can get the test without an appointment. Cost is ILS 160, results in 12 hours.

Ichilov (Sorasky) in Tel Aviv is walk-in only. 1pm to 4pm IINM. ILS 224. Results in 72 hours (and they mean it! I got mine after about 71 hours, and in the interim took another test at Shamir and got those results sooner!).

Hadassah is ILS 350, I don't know what their official turnaround time is, but someone told me he got his results in about 5 hours.

The fastest way is privately, Itzik Benjamin +972-54-797-9203 will come to your location, draw blood and send it to a lab which can get results fast. Obviously you will have to pay for the service. I believe prices start at ILS 500 depending on location.

Just getting the test doesn't get you out of quarantine. You need to submit a request to exit quarantine as a person who "recovered" from COVID-19 overseas. For that you will need to submit a positive PCR test (if you don't have one, you can attach an antibody test or vaccination record), a negative PCR test, and the Antibody test results from Israel. After submitting that you should get an email cancelling your quarantine requirement.

You cannot.

They are hoping to add the ability to get that based on the procedure I outlined in my previous post.

Not sure which previous post you are referring to but if it is in Hebrew that is beyond my reading comprehension.
Foreign medical records (PCR, vaccination, etc.) aren't currently accepted without some kind of medical proof verified in Israel. The only proof currently accepted is an Israeli antibody test (this is actually an improvement over prior procedure, which also required an Israeli doctor to sign off, which would be a problem for someone who doesn't live there and isn't a member of Kupat Holim).

IINM there might be one other way to get exempted from quarantine, and that is if she is a member of Kupat Holim in Israel, and a doctor will exempt her (saying she recovered). In theory if she can get that in advance then she might be able to get a green passport prior to traveling.

Just to clarify, following the procedure I outlined and submitting the request to exit quarantine at https://govforms.gov.il/mw/forms/QuarantineExceptionExit@health.gov.il doesn't instantly get the quarantine canceled. The request needs to be reviewed. I got an initial email saying my quarantine was canceled after about 10 hours, and about an hour later I received an email with an attached PDF documenting the cancellation of my quarantine requirement.

I was lucky in that my quarantine wasn't supervised in any way shape or form, so other than not being able to leave the country and taking the risk that if I was stopped for any reason by police, I would face a potential fine for violating quarantine (always ready with the response that I'm on the way to get tested or back from a test), I wasn't really restricted by the quarantine.
