Link to form that needs to be filled out within 48 hours of flight to Israel

Accordingly, the FINAL criteria For entering Israel are as follows - you must meet ONE of these conditions in order to enter Israel:

1. Vaccinated within 180 days of the trip with either a second vaccine or a booster and it must be at least 14 days after the shot.

2. Recovered within 180 days of the trip with DIGITAL proof of a positive PCR result and more than 11 days have passed since the positive result. This type of proof only exists in the EU. The UK will likely have it as well.

3. Recovered anytime – even more than 180 days before the trip - with DIGITAL proof of positive PCR result AND vaccinated with at least one dose within 180 days of the trip. Again at the moment the digital proof only exists in the EU and possibly the UK shortly.

Your vaccination or recovery CANNOT expire while in Israel, which means you may not be in Israel more than 180 days after your vaccine or recovery have expired.

CONSEQUENCES FOR VIOLATING THE TERMS OF ENTRY: VIOLATION OF ANY OF THE ABOVE CRITERIA CAN MEAN SANCTIONS INCLUDING BARRING YOUR ENTRY TO ISRAEL FOR 5 YEARS.

Correct, it's more a question of terminology. It seems the hotel mandate will be lifted and there will be a new mandate for bracelets and a voluntary hotel option without bracelets.

 It's mostly semantics, but there is a possibility the hotel mandate will be lifted before there are enough bracelets to mandate - the government planing is focused on dramatically increasing enforcement visits which suggests they are lifting the hotel mandate before bracelets are ready.
The quarantine hotel mandate expires on Friday at 12:00. It doesn't look like the government plans to convene before Sunday, and even then it doesn't appear they intend to mandate hotels.

N12 is reporting there will be a week or two before bracelets are mandated that home quarantine will be enforced with 2000 cops and 600 inspectors, although they are misrepresenting the day the quarantine hotels end as March 7 (which is when the flight limitations expire).

If I book flights for my children to go to Israel in June (we are American citizens), if they don't let kids in the country without vaccines will I be able to get a refund? My sister is getting married and I want to book tickets now, but I don't want to risk losing the $$.

In the same vein, if you are denied boarding due to lack of COVID testing w/in 3 days, do they have to offer free changes or can you lose your ticket?

Non refundable tickets will generally remain non-refundable, but some airlines waive change fees.

Nobody really knows what will be this Monday, never mind after Pesach.

Some of the space is being blocked by United so they. can rebook people from the cancelled flights, and some of those people won't get out of Israel.
