Did you try using Word to open the file? When you open a PDF using Word, it automatically tries to make all the text readable. I find it works well for regular PDFs, never tried Hebrew.

Just tried it. Works perfectly.

Acrobat does not keep the layout well. When it is exported all hebrew charcters are hebrew but everything else such as spaces numbers and punctuation are all as english charcters.

Sometimes pdfs will open nicely in Illustrator. If you have it / a friend who does, and you just need to make a couple of small edits and re-save as pdf, that might work.

Every PDF is different, so it's impossible to generalize.

One of the best programs is ABBYY Finereader but it's not cheap. You can try the online version (way less effective) 10 pages free here https://finereaderonline.com/en-us

Assuming you're converting it to word because you want to edit the document?
  Or because you trying to upload it and they only allow word documents and not a PDF format?

 I use it for all my document conversations, they have so many options and usually works amazing.
 But to tell you the truth never tried with a Hebrew document, try and see what happens.
