If the EU insists on reciprocity and low infection rate, who exactly are they opening to? UAE?

EU probably won't be reopening to US citizens when they reopen on July 1.

This is interesting because Portugal is open to US citizens

Source?
It isnít. Their NOTAM allows flights from US but entry rules are in line with the rest of Schengen

One of the first priority would go to other countries in Europe who arenít part of Schengen/EU such as Albania, Bosnia etc. traffic with the E.U. is pretty vital for them. Than there are countries like Japan, Korea or China who might be allowed.

Reciprocity is still not set in stone. While France is pushing for it, many other countries do not want to go that route.

The EU will allow travel from 15 new countries "within the next few days" from "safe" countries - i.e. not the U.S. This applies to other countries following the EU guidance, like Iceland.

Countries include Australia, Canada, New Zealand, Japan, and some others.

Also on the list is - wait for it - China.

Am I crazy that I plan on traveling internationally in August?
I don't know where yet, but I plan on opening the map and seeing what's open. I had the virus and had antibodies, so it doesn't worry me, but seems like I'm the only one thinking this way so I'm doubting myself.

Definitely not crazy.
I haven't had the virus and im thinking it too.
I really wanted to do iceland and Greece this summer  as I've been pushing off going there because of the crazy summer crowds.
