Is there any way for an American to travel to Austria?

I understand that it's not possible directly. Am I correct?
Does Austria still have the border with the neighboring countries?
Any country that I can travel to and from there to Austria?

City of Chicago has travel restrictions from certain states. Do they apply to those arriving at one of two major airports but not staying in Chicago?
Only on DDF does 24/6 mean 24/5/half/half

The quarantine only applies if you're in Chicago, so landing and going out of Chicago isn't an issue.

Would it not be recommended (in other words, not a good idea) for a couple with toddler traveling to one of the allowed places but more secluded (airbnb etc)? Both have no antibodies, however can pretty much have our own area away form people? I guess main issue would be flying (non-stop) and traveling thru airports?

Doesn't the uk require 14 quarantine?
Isn't  there a quarantine requirement for any of these countries?

Colombia is officially reopening its borders for international tourism on September 21, 2020. (Including US citizens)

“Colombia will officially reopen its borders on the 21st of September. On the 19th there will be an inaugural Spirit flight coming from Fort Lauderdale. All nations are welcome after September 21st if they have a negative PCR test.”

Guatemala has reopened on Sept 18 for tourism!

Americans will need to bring a negative PCR test, taken no longer than 72 hours prior to the flight.

"Panama started accepting tourists since yesterday October 12.
Not all hotels are open though.

An arriving tourist is required to present a negative PCR or Antigen test that was done no less than 48 hours prior to his/her arrival.

A tourist without such test document will be tested in the airport in a fast (Sophia) test that give results in less than 20 minutes.

Tocumen (PTY) airport started operating yesterday in a reduced format attending 80 operations among arrivals, departures and connections.

In recent weeks Panama had around 700 or 800 new cases each day, gradually re-activating work sectors, hopefully we will be able to keep this at bay."
