Rabbi Reisman's shul is my shul the Rav was coordinating all the minyanim since Thursday between the main shul, ezras nashim, and simcha hall.
I've seen him at almost every minyan so far and everyone is keeping to all his guidelines. Everyone at every minyan was wearing a mask.
Rabbi Reisman is doing an amazing job!

The rules as outlined here: https://forums.dansdeals.com/index.php?topic=116348.msg2258947#msg2258947 were completely kept to. There were 10 people in the Bais Medresh and 4 in the Ezras Nashim all wore masks and kept social distancing.

I wonder what people who type "u" instead of "you" do with all their free time.

If enough people would sign up they would use classrooms too.  Just not so many people signed so far. Many seem to be ok with the outdoor minyanim.

I know of one backyard minyan in my neighborhood that did. Apparently one person leined from vayakhel through behar, and it took 2 hr 50 min! I know a few people in the minyan who got a psak that they didn't have to make it up, and needless to say they weren't too happy about a ~3 hr leining.

A shul near me in Flatbush advertised a minyan that was making up all missed parshiyos. My Rav told me to daven elsewhere. :)

BH. Had first Mincha minyan today at work (next door office) since the shutdown. 2-3 people wearing masks, relative (i.e. not everyone exactly 6ft apart) social distancing.
I've been waiting over 5 years with bated breath for someone to say that!

Don't know. I'm just translating what he's saying. By us, bar mitzvah boys generally don't lein either.

The suggestion was not to lein or that leining shouldn't take the place of other learning and knowing pertinent halachas?

Let me edit your sentence, so the instruction/suggestion is clearer:

The suggestion was not to lein since getting occupied with leining (which should only be done by a select few that have the right talents and abilities) would take the time and place of other learning and knowing pertinent halachas (elsewhere the Rebbe says that a Bar Mitzvah bochur should know the entire kitzur Shulchan Oruch by heart, except for Halachos which aren't pertinent, by the time he reaches Bar Mitzvah)?
