As you can see above it is not only a change to the agreement but also to the plan and I am pretty sure the Regulatory Charge is part of your plan and as such it falls under the above clause...

Translated from legal gob-speak into plain English that would read: “We at VZW will find reasons to charge you BS fees at our discretion and give them fancy names while pretending they are fees mandated by the government when in reality they are our own fees of an arbitrary sum that we can and will raise whenever we see fit. What we love about this most at VZW is that these fees are not part of your plan since we are sly enough to call them ‘Regulatory’, ‘Federal’ and ‘Administrative’ fees; your ‘plan’ only includes your voice and/or text and/or data plans that you chose when you signed up. So at VZW we will, every now and again raise these fees a tiny amount and hope you don’t realize, but in case you do, it’s just too bad, there is nothing you can do. Truly yours -from the company that just overcharged Beth Israel Medical Center by 9 million dollars* and the company that recently had to pay out as much as 90 million dollars to overcharged customers**- VZW”
