After the rent assistance program closed, where many landlords signed that their tenant is up to date on rent payments, so they can't scam the gov and claim they werent paid

Additional funds have been allocated to this program, although it is not yet clear if this will provide additional assistance to those previously approved, or allow for additional application approvals.

I actually just a few days ago finally got approved... all of a sudden out of nowhere... there’s hope!

I wouldn't call a government program a scam just because you weren't approved...
I've seen many programs where you only get notified if you're approved, otherwise you never hear a peep.
They're also not know for timely responses and for keeping to published deadlines.
It's just how they function.

My landlord got documentation to fill out and return today.
It includes an EFT form for him to get my bank info for them to deposit money.

I'm supposed to get HIS bank info?
He gave to me to put MY bank info, may have misunderstood their intentions.
I've paid every months rent on the first, thought this was a reimbusment to me.

If yes then he's required to put in his bank info and complete the W9. The program is for future months rent, not for arrears.
He'll receive payment from the program going forward (I'm assuming you've been informed how much and for how many months you're approved for), and you'll be required to pay the difference monthly between what he gets from the program directly and your negotiated rent.

I havent gotten anything from them, though on the papers he got from them, it says 3 months.

You're supposed to get all the documentation... also I'm not sure if it's indicative but if you read the FAQs (which I recommend regardless), you'll see Q19 says it's for applicants who struggled, not necessarily those still struggling.
